Sponsored by: Schaefermeyer CITY OF SEWARD, ALASKA ORDINANCE NO. 92-11 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, REVISING CHAPTER 3.45 OF THE SEWARD CITY CODE, ANNUAL LEAVE WHEREAS, The FYI993 budgets of the City of Seward have been reduced due to declining revenues, downturns in economic activity, decreasing state revenue sharing and resistance from the public to any tax increases; and WHEREAS, in an effort to reduce personnel costs, it is recommended that the annual leave accrual rate be revised to set up a graduating rate of accrual based upon years of city service; and WHEREAS, employees hired after July 1,1992, will be affected by this revision and current employees will continue to accrue leave at the existing rate; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA HEREBY ORDAINS that: Section 1. SCC ~ 3.45.015 is revised as follows: 3.45.010 Annual leave accrual rate. A. Annual leave shall accrue at the following rates for full-time personnel based upon initial date of employment: 1. for personnel employed up to three years, the accrual rate shall be thirteen and one-third hours per month of service or one hundred sixty hours for the year; 2. for personnel employed from three to six years, the accrual rate shall be sixteen and two-thirds hours per month of service or two hundred hours for the year; 3. for personnel employed six years and more, the accrual rate shall be twenty hours per month of service or two hundred forty hours per year. B. No leave request will be honored unless it is determined that the employee has sufficient leave accrued. It will be the decision of the city manager to grant leave without pay. NOTE: The intent of the administration and the Council was to include only the amended language in the ordinance. Unaffected Sections of SCC 3.45.040(C) remain in full force and effect, and City Code Supplement No. 92-2 shall so reflect. . . . CITY OF SEWARD, ALASKA ORDINANCE NO. 92-11 Section 2. SCC ~ 3.45.040(C) is revised as follows: 3.45.040 Annual leave use. C. Amount of leave which must be taken yeady. 1. Minimum numbers of hours of annual leave that must be taken yearly are as follows: a. for personnel employed up to three years, eighty hours of leave must be used; b. for personnel employed from three to six years, one hundred hours of leave must be used; c. for personnel employed six years or more, one hundred twenty hours of leave must be used; d. these limitations shall not apply to new employees until July 1 of the second calendar year following date of hire. Section 3. This ordinance shall take effect ten (10) days following its enactment. The above provisions shall take effect July 1, 1992, and affect city employees beginning employment on or after this date.
