CITY OF SEWARD, ALASKA
ORDINANCE NO. 92-14
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA,
AMENDING THE SEWARD ZONING CODE, 15.10.140 DEFINITIONS AND
TABLE 15.20.070 LAND USES ALLOWED REGARDING KENNELS
WHEREAS, citizen complaints regarding dog kennels within the community have
brought to light problems relating to degradation of property values, disturbance of
neighboring property owners, and potential sanitation problems; and
WHEREAS, the city of Seward, with smaller lots and limited land area has
developed as a relatively dense urban setting; and
WHEREAS, other land location options outside the city are available to those
people who wish to maintain dog kennels.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA HEREBY ORDAINS that:
Section 1. Seward City Code Section 15.10.140 Definitions is hereby amended to
add:
Animal hospital. A facility, which may include animal 'runs', in which veterinary
services are rendered to animals and domestic pets, and which may include clipping,
bathing, boarding and other services. Includes veterinary clinic.
Kennel. Any enclosure, building, shelter, area, or establishment used for the
purpose of breeding, buying, selling, keeping or boarding four or more dogs over the age
of four months, whether for profit, pleasure, or as pets, by any person, individual,
corporation, group of people or business entity.
a. Commercial. The buying, selling, training, keeping or boarding of dogs for
profit.
b. Dog musher's. The breeding, buying, selling or keeping of dogs for the
purpose of dog mushing.
c. Fancier. The keeping of show, trick, hunting, working or pet dogs for hobby
or pleasure.
Section 2. Seward City Code Section 15.20.225 TABLE 15.20.225 LAND USES

Section 3. There are no grandfathered uses authorized upon adoption of this
ordinance. Any existing kennels shall have not more than ninety (90) days to come
into compliance with city ordinances.
Section 4. This ordinance shall take effect ten (10) days following its
enactment.
