Sponsored by: Schaefenneyer CITY OF SEWARD, ALASKA ORDINANCE NO. 92-19 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AMENDING SEWARD CITY CODE SECTION 13.01.025 TO ALLOW THE USE OF SALT AND CALCIUM CHLORIDE COMPOUNDS ON CITY SIDEWALKS WHEREAS, last year the Council amended Section 13.01.025 B. of the City Code requiring the use or Urea based snow and ice melting compounds in order to reduce damage to sidewalk surfaces; and WHEREAS, these compounds proved to be costly and required considerably more labor to control ice on city sidewalks; and WHEREAS, in several locations, individuals resorted to the use of ice chippers to remove accumulated ice which resulted in damage to newly installed city sidewalks; and WHEREAS, the cost of snow removal using Urea based products will likely exceed the value of the longer life of the sidewalks; and WHEREAS, the inefficiency of the Urea based products has led to an increased risk of injury to pedestrians; and WHEREAS, the concrete on the new sidewalks has now had a year to cure and will be more resistant to the potential damage caused by salt and calcium chloride; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA HEREBY ORDAINS that: Section 1. Section 13.01.025 B. of the Seward City Code is hereby amended to read as follows: B. The approved methods to remove snow and ke from a sidewalk include hand shoveling with light shovels, pushers and brooms or the use of light tractors with blades, brooms or blowers configured so they cannot scrape, chip or otherwise damage the concrete or asphalt sidewalk surface. The snow may be placed in the street along the street curb in a manner so as not to block or impede traffic, provided that the street has not already been plowed and snow removed from the curb. The use of metal ke chippers or tractors and other equipment with chains or steel lugs on wheels or tracks is prohibited. Urea based snow melting chemkals or light applkation of salt or calcium chloride compounds may be applkd to the sidewalk to prevent surface moisture from freezing. . . . CITY OF SEWARD, ALASKA ORDINANCE NO. 92-19 Section 2. This ordinance shall take effect ten (10) days following its enactment.
