Sponsored by: Murphy CITY OF SEWARD, ALASKA ORDINANCE NO. 93-13 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, REVISING THE COUNCIL AGENDA FORMAT WHEREAS, the City Council desires to revise its regular meeting agenda to provide additional avenues for public comment and to schedule public hearings near the beginning of the meeting to allow citizens who wish to testify an opportunity to do so early in the evening; and WHEREAS, the Council further wishes to reorder the agenda to provide for action on public hearing items immediately following the hearing so that those members of the public interested in a particular item of business subject to public hearing may witness Council action at that time; and WHEREAS, in order to facilitate approval of the regular agenda and the consent agenda, it is desirable to intersperse consent agenda items throughout the agenda, designating said consent agenda items with an asterisk rather than segregating them under a separate agenda category; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA HEREBY ORDAINS that: Section 1. Section 2.10.055 of the Seward City Code is hereby amended to read as follows: 2.10.055 Agenda. A. The order of business for the regular meetings of the city council shall be as follows: 1. Call to order 2. Pledge of allegiance 3. Roll call 4. Approval of agenda and consent agenda 5. Borough assembly report 6. Citizens' comments A. Agenda items not scheduled for public hearing B. Items other than those appearing on the agenda 7. Approval of minutes 8. Special orders and public hearings 9. Presentations with prior notice only 10. Ordinances for introduction . . . CITY OF SEWARD, ALASKA ORDINANCE NO. 93-13 11. Resolutions 12. Unfinished business 13. New business 14. City manager reports 15. Council discussion 16. Citizens' discussion 17. Council and administration response to citizens' comments 18. Adjournment B. Consent agenda. Those items on the council agenda which are considered routine by the city manager and city clerk shall be indicated by an asterisk on the agenda. Unless the mayor or a councilmember specifically requests that such an item on the consent agenda be considered under the regular meeting agenda, and thus removed from the consent calendar and considered separately on the regular agenda, these items so designated shall be approved, adopted, accepted, etc. by motion of the council to approve the agenda and consent agenda. Those items so approved shall appear in the council minutes as if acted upon individually. C. The presiding officer may at any time permit a member to introduce an ordinance, a resolution or a motion out of the regular order, provided that five members consent. D. All reports, ordinances, resolutions, contracts, documents or other matters to be submitted to the council at the regular meeting shall be submitted to the city clerk not later than 12:00 noon on the Tuesday preceding the Monday meeting. The city clerk shall prepare the agenda for all such matters according to the order of business, numbering each item consecutively. A complete copy of such agenda shall be mailed or delivered to each councilmember and each department head so as to reach the recipient not later than 7:00 p.m. on the Saturday preceding the council meeting. The agenda shall be available to the public in the office of the city clerk at 9:00 a.m. on the day of the council meeting and in the council chambers during each meeting. E. No matters other than those on the agenda shall be finally acted upon by the city council; provided, that matters that seem to be emergencies or of an urgent need by the mayor, or any councilmember, or the city manager, with an explanation of the emergency or urgency stated in open council meeting, may with the consent of the council majority present, be considered and acted upon by the council. Section 2. This ordinance shall take effect ten (10) days following its enacbnent. ENACTED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, this 10th day of May, 1993. -2- . .
