RESOLUTION NO. 98-115
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A
CONTRACT WITH AFOGNAK LOGGING, A DIVISION OF KODIAK
LUMBER, LTD., TO PROVIDE SNOW PLOWING AND SANDING
SERVICES DURING THE 1998-99 WINTER SEASON FOR SPECIFIC
SECTIONS OF NASH ROAD, THE SMIC AREA AND LOWELL POINT
ROAD
WHEREAS, the City of Seward issued a Request for Proposals (RFP'S) on August 13, 1998,
for a contractor to provide sanding/snowing plowing for Nash Road, the SMIC area and Lowell
Point Road for the 1998-99 winter season; and
WHEREAS, the work will be mostly limited to approximately 2.4 miles of Nash Road;
Bette Cato Street (0.5 mile); 0.7 mile of paved road and 0.8 mile of gravel road in the SMIC; 1.4
miles of gravel access roads to the SMIC Water and Sewer Utilities; and Lowell Point Road between
the waterfall and the City Limits; and
WHEREAS, the City may call the Contractor to service other roads and streets within the
City; and
WHEREAS, two proposals were received from local contractors - Metco and Afognak and
the proposals were evaluated based on the unit pricing of equipment and material (sand - treated and
untreated) and the qualifications of the proposers; and
WHEREAS, each of the proposers were deemed to be qualified as to experience and
equipment; and
WHEREAS, Afognak was determined to be low bidder on the pricing of equipment and
materials;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to enter into a contract with Afognak Logging,
a division of Kodiak Lumber, Ltd., to provide snow plowing and sanding services during the
1998-99 winter seasons for specific sections of Nash Road, the SMIC area, and Lowell Point Road.

Section 2. Compensation for this service is to be computed on an hourly basis for men and
equipment supplied by the contractor, and by the yard for sand supplied and spread by the contractor
in accordance with quoted prices in Afognak's Proposal dated August 28, 1998.
Section 3. Funding for this contract will be from account 101-1314-5390.
Section 4. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 28th
day of September, 1998.
