Sponsored by: Murphy Introduction Date: 11/28/94 Public Hearing Date: 12/12/94 CITY OF SEWARD, ALASKA ORDINANCE NO. 94-44 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AMENDING SEWARD CITY CODE ~2.10.030, MEETINGS, AND ~2.10.032, NOTICE OF MEETINGS WHEREAS, on October 4, 1994, the voters of the City of Seward, Alaska, approved a proposition regarding meeting schedules and places; and WHEREAS, it is the desire of the City Council to amend the City Code to reflect these changes; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA HEREBY ORDAINS that: Section 1. Seward City Code Section 2.10.030 A. is hereby amended to read as follows: 2.10.030 Meetinf!s. A. Oven meetinf!s. All regular and special meetings of the city council shall be public meetings and the public shall have reasonable opportunity to be heard. 1. Ref!ular meetinf!s. Regular meetings of the city council shall be held in the council chambers in the Seward City Hall, or at such other place as may be determined by the city council upon consideration of the reasonable accommodation of the public. Regular city council meetings shall be held on the second andfourth Mondays of each month at 7:30 p.m.; provided that any regular meeting may be canceled by the affirmative vote of at least four councilmembers. 2. Svecial meetinf!s. Special meetings may be called by the city clerk on written request of the mayor, city manager or of any two members of the city council. Upon request being received, the city clerk shall give due and proper notice as required by 92.10.032 of this Code. No business shall be transacted at any special meeting of the council except that stated in the notice of meeting. Special meetings shall be held in the regular meeting place of the council or at such other place as may be specified in the meeting notice. The location of the special meeting shall be selected with consideration for the reasonable accommo- dation of the public. 3. Emerf!encv meetinf!s. . . . 4. Work Sessions. Upon written request of the mayor, city manager or any two members of the city council, council may hold work sessions for the purposes of planning, studying and discussing any question permitted by . . . CITY OF SEWARD, ALASKA ORDINANCE NO. 94-44 law. No formal action shall be taken by the council on any matters discussed in the work session until the matter is placed on the council agenda. Work sessions shall generally be held in the regular meeting place of the city council; however, the council may designate any other location provided that consideration is given to the reasonable accommodation of the public. Section 2. Seward City Code 92.10.032 is hereby amended to read as follows: 2.10.032 Notice of meetinf!. The city clerk shall give at least twenty-four hours' written notice to the mayor, city manager and to each councilmembers of all special meetings and work sessions, designating the time, location and purpose of the meeting. Such notice shall be served personally on each member of the council, or left at his usual place of business or residence, by the city clerk or by someone designated by him. A copy of such notice shall also be delivered to the place of business of each newspaper printed and published in the city and each radio station, but this requirement shall not be jurisdictional to the holding of such meetings. Section 3. This ordinance shall take effect ten (10) days following its enactment. ENACTED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, this 12th day of December, 1994.
