CITY OF SEWARD, ALASKA
RESOLUTION NO. 98-117
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING A CONTRACT BETWEEN THE CITY OF
SEWARD AND MS. DEE JOHNSON, D.B.A. KRITTER KEEPERS FOR
ANIMAL CONTROL SERVICES
WHEREAS, in accordance with Seward City Code, a request for proposals for an animal
control contract was published in the Seward Phoenix Log and placed at the Harbormaster's Office,
the U.S. Post Office, and on the City Hall Bulletin board; and
WHEREAS, two proposals were received, one from Dee Johnson, dba "Kritter Keepers",
and one from Maria Ferguson, dba "Adorable Pets"; and
WHEREAS, the proposals were examined by a three party evaluation committee based on
scoring criteria provided in the request for proposals package; and
WHEREAS, after due diligence, largely based her experience in the field of animal control
and the strength of her work plan, it was decided by a consensus that the proposal submitted by Ms.
Dee Johnson, D.B.A. Kritter Keepers, was the most responsive proposal and would serve the City
of Seward the best ofthe proposals submitted; and
WHEREAS, Ms. Johnson has many years of demonstrated professional experience in animal
control and has worked for the city in this capacity for nearly 5 years; and
WHEREAS, Ms. Johnson has been an active participant in the Alaska Animal Control
Association for a number of years and she has completed additional professional training; and
WHEREAS, Ms. Johnson requested a two-year contract at the annual cost of $48,375.00;
and
WHEREAS, the Administration believes a two-year contract with 2 one-year extensions
based on satisfactory performance would provide more stability and continuity in Animal Control
Services;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to enter into a contract for animal control services
between the City of Seward and Dee Johnson, D.B.A. Kritter Keepers, for a period from October 1,

1998, until June 30, 2000 at an annual rate of$48,375 and providing for two one-year extensions
based upon satisfactory performance.
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 12th
day of October, 1998.
