HomeMy WebLinkAboutRes1998-120 I I I Sponsored by: Janke CITY OF SEWARD, ALASKA RESOLUTION NO. 98-120 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, ENDORSING PROJECTS FOR SUBMISSION TO THE STATE FOR INCLUSION IN THE 2000-2002 STATEWIDE TRANSPORTATION IMPROVEMENT PLAN WHEREAS, the City has the opportunity to submit new or modified projects for the Statewide Transportation Improvement Plan (STIP); and WHEREAS, the City has a number of projects which are in the "Needs List", or in the STIP which contains those projects that scored high enough in past evaluations to make the actual state plan; and WHEREAS, the City has made modifications to some of the projects in the "Needs List" and STIP that should allow them to score higher; and WHEREAS, the City has identified one new project, a feasibility study for expansion ofthe airport, for submission to the State and inclusion in the 2000-2002 STlP; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The following projects are hereby endorsed as submitted and/or modified for submission to the State of Alaska for inclusion in the 2000-2002 Statewide Transportation Improvement Plan: 1) Feasibility Study for Airport Expansion - $80,000 (New Project): For a feasibility study to determine if expansion is possible or financially feasible; 2) Seward Ferry Terminal Improvements - $1,448,000 (Need List #2051): Modifying the description to note that this is part of the Alaska Railroad Dock Expansion and Renovation Project; 3) Nash Road: MP 1.0 to 3.0 Resurfacing - (Needs List #2625) The project title should change to: Nash Road: MP 2.5 to 5.3 Repair and Resurfacing - $500,000: For the repair and resurfacing of the roadway and culverts between MP 2.5 to 5.3 Nash Road; 4) North Forest Acres Road Construction - $1,900,000 (Needs List #2626) The project title should change to: North Forest Acres RoadfLevee Construction - $2,100,000: CITY OF SEWARD, ALASKA RESOLUTION NO. 98-120 Modifying the project to show a more accurate cost estimate, the added public safety component of creating a road which will also function as a levee, and the City=s willingness to accept ownership and maintenance ofthe road/levee; 5) Port Avenue Resurfacing - $300,000 (Needs List #2627) The project title should change to: Port Avenue Reconstruction and Upgrade - $1,000,000 (Needs List #2627) The State DOT &PF owns and is responsible for Port Avenue. The City is requesting the state to reconstruct the existing roadway with an upgrade to industrial standard use with drainage and pedestrian ways on both sides of the roadway. Upon completion of the project, the City would accept ownership and maintenance responsibilities; 6) Seward: Pathway Construction PH 1- $410,000 (STIP/Need List #2633): Removing construction of a pedestrian path along Railway Avenue between Sixth Avenue and Fourth Avenue from the project and adding various pedestrian linkages with ADA accessibility compliance; 7) Small Boat Harbor Expansion - $14,000,000 (Needs List #4945): Showing a cost estimate reduction to $9,500,000 which comes from the recently completed Corps of Engineers Feasibility Study and reflects the Corps responsibility for the breakwaters and navigation channels, which is estimated to cost just under $4,000,000; 8) Seward Harbor Pedestrian Pathway Construction - $150,000 (Needs List #6667): Expanding the project to include interpretive signs and informational kiosks; Section 2. This resolution shall take effect immediately upon its adoption. PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 12th day of October, 1998. ~;;~KA Lowell R.
