RESOLUTION NO. 98-123
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A
CONTRACT WITH ELECTRIC POWERS SYSTEMS, INC. TO REPLACE
FIVE (5) RECLOSER CONTROLLERS AT A TOTAL INSTALLED COST
OT -TO-EXCEED $46,000
WHE S, one of the pieces of equipment that is essential to the continued delivery of
electrical service to stomers of our system is a sub-station "Recloser"; and
WHEREAS, the ction of a Recloser is to detect over-current on a 12,500 volt distribution
feeder and open the circuit;
WHEREAS, there are five ch Reclosers in the Ft. Raymond Substation, three of which
have been creating intermittent trouble or the last three years; and
WHEREAS, there have been some tages of the entire feeder which should have been
limited to a small section of line if the Reclose ad operated properly, and at different times has
forced a removal of a Recloser from operation to re ore power to the feeder; and
WHEREAS, there have been occasions where tll switch in the control house has been
closed, but the Recloser itself did not operate as it should -- cre . ng a safety hazard to the linemen;
and
WHEREAS, since the units are over 25 years old, Electric wer Systems, Inc. was
requested to evaluate the conditions of the Reclosers and make a recomm
replacement; and
WHEREAS, repairing the units is not an option since the manufacturer no lon
this model; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CIT
OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to enter into a contract with Electric Power
Systems, Inc. to replace five (5) MTR Recloser Controllers with five (5) Schweitzer SEL-351
Recloser Controllers at a total installed cost not-to-exceed $46,000.00.

Section 2. The funds are to be appropriated from the Electric Maintenance Repair and
Replacement Fund (MRRF), account No. 502-0000-3050 to the MRRF Equipment Account No.
502-5020-5930.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 12th
day of October, 1998.
