Section 3 GRANT OF AUTHORITY The words "Seward Television,
Inc." shall be deleted and replaced by the words "Midnight Sun
Broadcasting Company, Inc.".
An emergency is hereby declared to exist as Company and
City desire construction of cable television to commence at the earliest
possible date, which can best be accomplished by a firm already licensed
by the Federal Communications System, and Midnight Sun Broadcasting
Company, Inc. is so licensed and is the parent of Seward Television,
Inc. The rules governing the introduction, reading, passage and approval
of ordinances are hereby suspended and this ordinance shall be passed
and approved upon its first reading.
Publication of this Ordinance shall be made by posting a
copy hereof for a period of ten (10) days on the City Hall Bulletin
Board, and by publishing a notice of the place of posting and a brief
statement of the purpose of this Ordinance in a newspaper of general
circulation in the City, within a reasonable time.
This ordinance shall be effective ten (10) days following
the date of posting.
