AN ORDINANCE OF TIlE CITY OF SEWARD, AU.SKl. AHENDING
SECTION 7.110 OF THE CODE OF ORDINANCES, ORDINANCE
NO. 300. RESOLUTION NO. 166.fAND SECTION 10.303 OF
THE CODE OF ORDINANCES. PERTAINING TO COLLECTIONS
OF PENALTIES AND INTEREST FOR LATE PA'11,JENT OF
OBLIGATIONS DUE Tim CITY OF SEHARD, .AN) DECLARIm
AN EHERGENCY.
THE CITY OF SEt-1AP.D. ALASKA ORDAINS:
(1) That Section 7.110 of the Code of Ordinances of the City
of Seward be amended to allow for a moratorium in the payment of property
taxes to the City of Seward from the period of March 23 through April 27.
1964. inclusive. and waiving the accrual and collection of all penalties
and interest for late payment or non-payment during this period.
(2) That Resolution No. 166 of the Seward City Council be
amended. allowing for a moratorium in the payment of l'later accounts to
the City of Seward from the period of March 28 through April 27. 1964,
inclusive. and waiving the accrual and collection of all penalties and
interest for late payment or non-payment during this period; and
authorizing the City ~~nager to use administrative discretion in the
collection of water accounts owing the City of Seward on hardship eases
caused by the natural disasters occurring on March 27, 1964. and allow-
ing ninety (90) days tdtbin which to pay any and all t~ater accounts
owed the City of Seward which came within said moratorium period as _ .~

(4) Tllnt Section 10.303 of the Code of Ordinances of the

electric utility accounts to the City of Seward from the period of
March 28 through April 27, 1964, inclusive, and waiving the accrual and
collection of all penalties and interest for late payment or non~payment
during this period; and authorizing the City Manager to use adm1nistra~
tive discretion in the collection of electric utility accounts owing
the City of Seward on hardship cases caused by the natural disasters
occurring on March 27, 1964, and allowing ninety (90) days within which
to pay any and all electric utility accounts owed the City of Seward
which came within said moratorium period as set out above.
(5) That Ordinance No. 300 of the City of Seward be amended,
allowing for a moratorium in the payment of sales tax accounts to the
City of Seward from the period of March 28 th.:ough April 21, 1964,
inclusive, and waiving the accrual and collection of all penalties and
interest for late payment or non~payment during this period; and
authorizing the City Manager to use administrative discretion in the
collection of sales tax accounts owing the City of Sel1ard on hardship
cases caused by the natural disasters occurring on March 21, 1964.

(6) Due to the fact that the City has suffered a disastrous
earthquake, fire and tidal waves, an emergency is hereby declared to

exist,. and the rules governing the introduction, reading, passage and
\ .
approval of ordinances are hereby suspended, and this ordinance shall
become effective immediately upon its passage, approval, posting and
publication, as required by the City Charter.
Publication of this ordinance shall be made by posting a
copy hereof on the City Hall Bulletin Board in the basement of Seward
General Hospital and by publishing a notice of the place of posting and
a brief statement of the purpose of this ordinance in a newspaper of
general circclatlon in the City within a reasonable time.
l'ASSED by the City Council of the City of Seward, Alaska,
and approved by its Mayor, this 20th day of April, 1961}.
