Eleationc That an eleotion be held on the 6th day of October" 1953, for the purpose of determining whether or not the Town of Seward shall enter into an agreement to purchase from the United States a project pursWlnt to applicable Acta of Conqress and to pay therefor a purchase price as hereinafter described, and to incur indebtedness and to pay interest thereon at the rate of 2'10 per annum, and to issue general obligation bonds with interest at n per a.nnum. payable semi....nnu..lly, and to levy taxes and to perform the obligations assumed under the said agreement of purchase, for the purpose of ultimately constructing and owning a municipal hospital, <<ndc.ddtt~Q.al paved streets. together with the neoessary appurtenances. 3 4 5 6 7 8 9 10 11 12 13 14 Section 2. Form of Proposition. That at said election the following propo- sitions be submitted to the qualified electors, as hereinafter defined. of the Town of Seward. 15 16 Prop osition 1. Shall the ~ of Seward, Alaska, incur indebtedness in a sum not to exceed Four Hundred Thousand Dollars (400,000> for the purpose of acquiring a municipal hospital, to- gether with the necessary equipment therefor, of a permanent nature to be constructed by the United States of America and sold to the Town of Seward, Alaska, at a. price not in excess of Four Hundred Thousand Dollars ($400,000>, said indebtedness to bear interest at 2~ per annum, to be evidenced by a Project Construction and Sales Agreement between the Town of Seward, Ala ska and the United States of Amerioa and by general obligation bonds to mature in not to exceed thirty (30) years, secured by il pledge of the full faith and credit of the Town of Seward, Alaska, and to levy a tax or taxes sufficient to pay the interest and principal of said bonds when due, illl as provided by Ordinance No. 233 of the Town of Seward, Alaska, passed and approved ~he 4th day of September. 1953, and assume the obligation to operate and maintain said public work? ]7 18 19 20 21 22 23 24 25 Proposition 2. Shall the Town of Seward, Alaska, incur indebtedness in a sum not to exceed Eight Hundred Thousand Dollars ($800~OOO) for the purpose of additional paving of streets in suoh areas of the Town of Seward, Alaska, as the City Council deems necessary, together with the necessary equipment inoident to street paving, of a permanent nature to be constructed by the United states of Am~r1ca and sold to the ToWn of Seward, Ala ska, at a price not in excess of Eight Hundred Thousand Dollars ($800~OOO), said indebtedness to bear interest at 2~ per annum, to be evidenced by a Project Construction and Sales Agreement betweea the Town of Seward, Alaska and the United States of America and by general obligation bonds to mature in not to exceed thirty (30) years, secured by a pledge of the full faith and credit of the Town of Se'..,ard, Alaska, and to levy a tax or taxes sufficient to pay the interest and principal of said bonds when due, all as provided by Ordinance No. 233 of the Town of Seward, Alaska, passed and approved the 4th day of September, 1953, and assume the obligation to operate and maintain said public work? 26 27 28 29 30 31 32 Seotion 3. Qualifications for Voters. The qualifications for voters at said Pag~lection shall be as follows: -1- , r 1 (a) They must be citizens of the United states, twenty-one (21) years of age and over. 2 4 (b) They must be actual and bona fide residents of Alaska and the~ must have been such residents continuously during the entire year immediately preceding the election, and must have been such residents continuously for thirty (30) days next preceding the election in the Town of Seward, Alaska. 3 5 7 (c) They must be able to read and write the English language as prescribed and provided in Title 38, Chapter I, Section 2, A.C.L.A. 1949, and not barred from voting by any other ~isioa of law. 6 8 (d) They must have registered at the City Hall, Seward, Alaska, within the time provided by ordinance prior to the election. 9 (e) Their names must appear on the last tax assessment roll or records for the purpose of municipal taxation for said Town of Seward, Alaska. 10 11 Section 4. Reqi.tration as Prerequisite: Assessment Rolls Furnished 12 Election Officials. Registration shall be required as a qualification of the voters at this election as provided by the laws of the Town of Se<llard. The 13 registration book will be o~ daily at the office of the 11unicipal Clerk and Registrar at the City Hall, Town of Seward, Alaska, from 10:00 A.M. until 3:00 P.M. 14 daily except Saturdays (from 10:00 A.M. until 12:00 noon), Sundays and holidays, and from 7:00 P.M. until 10:00 P.M., on Friday and Saturday, October 2 and 3~ 1953. 15 Registration will then be closed until after election. Copies of the registration books or the registration books shall be furnished the judges and cl erks of election. 16 Judqas and clerks of election will also be furnished a list of those whose names appear on the last tax assessment roll or record for the purpose of municipal 17 taxation for said Town of Seward, Ala ska. 18 Section 5. Pollinq Place. All qualified voters shall vote at the City Hall, Seward, Alaska, between the hours of 8:00 A.M. and 7:00 P.M. on said election 19 day. 20 Section 6. Notice of J.olection. Not less than ~ (aO) days notice of said election shall be given to the public by posting notices of the same in three 21 (3) conspicuous places within the corpor~te limits of the Town of Seward; said eleotion notice shall specifically state the amount of bonds proposed to be issued 22 and the purpose for which said bonds are to be issued, the date of election, the time of opening and closing the polling place, the qualifications of voters and the 23 manner, time, method and place of registration, proposition to be voted upon; said election notice shall be posed in three (3) conspicuous places within the Town of 24 Seward, Ali'iska, one of which shall be posed on the front door Qf tb!l United States Post Office. 25 Secti on 7. Form of Ballot. Publication of this Ordinance shall be made by on the City Hall Bulletin Board for a period of ten (10) days hereof. 3 4 Section 10.. ~uspension of Rule.. The rules governing the introduction, posting, passage and approval of ordin&nce. are hereby suspended and an emergency is declared, and this Ordinance shall be effective immediately upon its introduction and passage this 4th day of September, 1959. 8pction 11. Canvass of Votes.
