RESOLUTION NO. 98-147
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, APPROVING A STAY IN THE ENFORCEMENT OF THE
COLLECTION OF THE ALASKA SEALIFE CENTER'S PAYMENT IN
LIEU OF TAXES UNTIL JUNE 30, 1999, FOR THE COLLECTION PERIOD
JULY 1 - DECEMBER 31,1998
WHEREAS, the Alaska SeaLife Center (ASLC) opened as planned on May 1, 1998; and
WHEREAS, more than 190,000 visitors passed through its gates in the first seven months
of operation; and
WHEREAS, in addition to visitors, a number of research projects are on-line and in
operation; and
WHEREAS, as a part ofthe adjustment of a start-up operation, the ASLC is preparing a new
business plan for the 1999 which addresses some of the financial realities of seasonal operations and
the actual costs of research and rehabilitation; and
WHEREAS, as a portion of a short-term cash flow plan, the ASLC Board of Directors has
requested the City to allow delayed payment of the ASLC's payment in lieu of taxes (PILT) from
July 1, 1998, through December 31,1998; and
WHEREAS, the ASLC Board of Directors is committed to seeing that the payment in lieu
oftaxes for this period is paid before June 30,1999, and, other than a lost opportunity cost on PILT
payments received later in the budget cycle rather than sooner, the City's current budget year will
not be affected; and
WHEREAS, as a result of discussions between the City Administration and the ASLC Board
of Directors, the City Administration recommends approval of this request;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Council approves a stay in the enforcement of the collection of the
Alaska SeaLife Center's payment in lieu of taxes until June 30, 1999, for the collection period
beginning July 1 and ending December 31,1998.
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 14 day
of December, 1998.
