CITY OF SEWARD, ALASKA
RESOLUTION NO. 98~150
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, ESTABLISHING PROJECTS AND PRIORITIES FOR THE 1999
FEDERAL LEGISLATIVE PROGRAM
WHEREAS, annually the City compiles a list of projects or issues that are identified as top
legislative priorities; and
WHEREAS, the list of projects is compiled into a package that is then distributed to our
Congressmen, the Kenai Peninsula Borough, and our lobbyists; and
WHEREAS, this prioritized list and package validates the projects, and greatly focuses the
efforts of the Administration in our lobbying effort; and
WHEREAS, all the projects on this list are consistent with the City's Comprehensive and
Strategic Plans; and
WHEREAS, following a work session held by the City Council on December 8, 1998 it was
determined that the following projects are the City's priorities for the upcoming legislative session:
Flood Mitigation
1. Lowell Creek long- and short-term ($1.0 million) solutions
2. Funding for highway and railroad bridge ($1.5 million) expansions
3. Natural Resource Conservation Service funding for the Japanese Creek Levee
extension ($1.25 million)
Economic Development
1. East Harbor construction funds ($5 million)
2. Interagency Facility construction funds ($8 million)
3. Track the Conservation and Reinvestment Act of 1998
4. North Dock improvements
Research
1. Continued support for the Alaska SeaLife Center ($3 million)
2. Replacement of the RN Alpha Helix ($25 million)
3. Support for Arctic Research Science funding ($2 million)
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The list oflegislative projects is hereby declared to be the official legislative
priority list for the City of Seward for the 1999 legislative session.
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 14th
day of December, 1998.
