CITY OF SEWARD, ALASKA
RESOLUTION 2000-58
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, SUPPORTING SENATOR STEVENS IN HIS EFFORTS TO
SECURE $20 MILLION OF INCREASED FUNDING FOR THE FEDERAL
PAYMENT IN LIEU OF TAXES (PIL T) PROGRAM
WHEREAS, the Alaska Municipal League, Boroughs, and Cities in the Unorganized
Borough actively support the National Association of Counties' efforts to fully fund the Payment in
Lieu of Taxes (PILT); and
WHEREAS, we are aware that many counties depend on PIL T payments for their economic
survival; and
WHEREAS, nearly all of these counties are represented by congressional delegations that
support our Alaska position on ANWR and other very important issues; and
WHEREAS, a strong PIL T program is a long-term legacy that ensures strong Alaskan
communities far into the future; and
WHEREAS, given the amount of non-taxable federal land in Alaska, PIL T is even more
important; and
WHEREAS, Chairman Domenici included in his FY 2001 budget resolution a five year $1 00
million increase for PIL T of $20 million per year; and
WHEREAS, while this increase still leaves counties, boroughs, and cities short of full
funding, it is a significant positive step.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. Supports Senator Stevens in his efforts to secure $20 million of increase funding
for the Federal Payment in Leiu of Taxes Program.
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council ofthe city of Seward, Alaska, this 12th day
of July, 2000.
