A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH ALASKA SALES & SERVICE FOR THE PURCHASE OF A 2006 CHEVROLET 4X4 TRUCK, FOR AN AMOUNT NOT - TO- EXCEED $29,906.00 WHEREAS, during the 2006 budget process, the Seward City Council authorized $30,000.00 to purchase a replacement vehicle and the bid price as specified is less than the authorized amount; and WHEREAS, the new vehicle will help ensure reliable transportation, maintain consistency in the electric department's vehicle replacement schedule and allow for continued use of the old vehicle by the department; and WHEREAS, it is in the public's interest to provide reliable response vehicles to the Electric Utility in order to timely respond to outages, accidents, and customer service requests; and WHEREAS, the cost ofthis vehicle has increased by $250.00 since originally presented in May, because of the loss of additional incentives for that month; and ..... WHEREAS, Seward City Code 6.10.120(b) authorizes the City to utilize competitive bids received from other governmental entities, and the City of Seward intends to utilize the State's fleet bid to purchase this vehicle. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, THAT: Section 1. The City Manager is hereby authorized to enter into an agreement with Alaska Sales & Service to purchase a 2006 Chevrolet Silverado 1500 Ext Cab 4x4 pickup truck for an amount not-to-exceed $29,906.00. Section 2. The City Council hereby finds it in the public's interest to authorize the City to utilize competitive bids obtained by the State of Alaska, as authorized in Seward City Code 6.10. 120(b). Section 3. Funding for the purchase of this vehicle will come from the motor pool fund equipment account no. 102-1020-5930. Section 4. '~I OF A\)I\~.."" 11'""11\'\ ~ ..J COUNCIL AGENDA STATEMENT Meeting Date: June 26, 2006 Through: Clark Corbridge, City Manager From: Tim Barnum, Electric Utility Manager Agenda Item: Approval to Purchase a Replacement Vehicle Utilizing the State of Alaska Bid Process BACKGROUND & JUSTIFICATION: During the 2006 Budget process, the City Council approved the purchase of a replacement vehicle for our Field Engineer at a cost not to exceed $30,000. This resolution requests authorization to purchase a 2006 Chevrolet Silverado, 1500 Ext Cab 4x4 at a cost not-to-exceed $29,906.00. This vehicle is on the lot and is subject to prior sale. The current vehicle is a 1999 Ford F250. The existing vehicle can be used by the Line crew and the Inspector for 0-8 transmission line relocation, until it is sold at surplus sale. Seward City Code 6.10.120(B), allows the City to utilize competitive bids obtained by other governmental agencies. The City utilized the bids obtained by the State of Alaska. Utilizing the State of Alaska bids not only saved valuable time for staff but we believe that the price is better than we would have received by bidding for one vehicle. Replacement of the current vehicle helps maintain reliable transportation for department employees and is consistent with our departmental replacement schedule. The 1999 Ford trucks have been very problematic since they were purchased. There have been numerous recalls from the factory as well as reoccurring problems, such as front ends and brakes. The cost of the vehicle has increased by $250.00 since it was presented in May due to the loss of special sale incentives that were being offered by the Dealer. A memo is attached that should provide additional information and address questions brought up in May when this was first presented for approval. CONSISTENCY CHECKLIST : Where applicable, this agenda statement is consistent with the Seward City Code, Charter, Comprehensive Plans, Land Use Plans, Strategic Plan and City Council Rules of Procedures. FISCAL NOTE: To be paid for from the Motor Pool equipment account no. 102-1020-5930. Approved by Finance Department: RECOMMENDATION: City Council approve Resolution 2006-75, authorizing the purchase of one 2006 half ton pick-up truck as specified from Alaska Sales & Service at a cost not-to-exceed $29,906.00.
