CITY OF SEWARD, ALASKA RESOLUTION 2006-76 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO APPROPRIATE $283,000 FOR THE OFF-SITE INFRASTRUCTURE DESIGN BY CRW FOR THE NEW LONG TERM CARE FACILITY LOCATION IN FOREST ACRES WHICH INCLUDES THE DESIGN OF THE SEWER, WATER, AND ROADS WHEREAS, on November 28,2005 Council approved Resolution 2005-131 appropriating $1.2 million for design work and entering the city into a contract with Architects Alaska to conduct the Long Term Care Facility (LTCF) design; and WHEREAS, after a preliminary foundation design was completed, it was determined that the seismic mitigation costs would be $2 million in addition to the $1.5 million for fill to get the long term care site adequately above the base flood plain elevation as set by FEMA; and WHEREAS, due to the deficiencies of the Ft. Raymond site which would be costly to mitigate now and certainly in the future, City Council directed City Administration to purchase property in the Forest Acres Subdivision; and .... WHEREAS, council approved Resolution 2006-71 authorizing the City Manager to proceed with the acquisition ofland in Forest Acres Subdivision for the new site ofthe future L TCF, subject to capital financing and other contingencies; and WHEREAS, with the change in location of our new L TCF City infrastructure in the form of water, sewer, and roads will have to be designed for the new LTCF site in Forest Acres; and WHEREAS, on May 22, 2006 City Council directed the City Manager to have CRW Engineering group conduct the design work for this infrastructure; and WHEREAS, the anticipated cost of the infrastructure design is $283,000 which includes concept design, preliminary design, design review, final design, construction bid services, and construction support services. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA that: ..... Section 1. The City Council of the City of Seward, Alaska hereby approves a contract with CRW Engineering Group in the amount of$283,000 necessary for the off-site infrastructure design by CRW for the new Long Term Care facility in Forest Acres. Funds in the amount of$283,000 are hereby appropriated from the General Fund fund balance account 101-0000-3070-0670 to the contracted services account no. 670-6700-5390. Section 3. COUNCIL AGENDA STATEMENT Meeting Date : June 26, 2006 Through: Clark Corbridge, City Manager From: Tom Shepard, Project Manager Agenda Item: City Council to appropriate $283,000 for the off-site infrastructure design by CRW for the Long Term Care Facility. The design includes sewer, water, and roads. BACKGROUND & JUSTIFICATION: On July 13, 2005, City Council approved Resolution 2005-65, authorizing the use of Lots 11A and 12A of the Fort Raymond Subdivision #1 as the site for the new Long Term Care Facility. Following the approval of this Resolution, on November 28, 2005 Council approved Resolution 2005-131 appropriating $1.2 million for design work and entering into a contract with Architects Alaska to conduct the long term care design. The design for the project officially started December 5, 2005. Detailed site analysis was conducted including two extensive geotechnical analyses, wetlands studies, a phase 1 environmental assessment, and a flood hazard analysis. The results of these studies were finalized March 14, 2006. There were two mitigable results of interest. After a further cost analysis review of the flood plain data it was determined that the fill in the amount of $1.5 million would be required to get the long term care site adequately above the base flood plain elevation set by FEMA. The extensive geotechnical analysis determined that the soils at the Fort Raymond site are prone to liquefaction in a seismic event to depths of 80’. After a preliminary foundation design was completed, it was determined that the seismic mitigation costs are at $2 million for the Long Term Care Facility. The combined cost to make the site buildable is $3.5 million. Due to the deficiencies of the Fort Raymond site which would be costly to mitigate now, and certainly in the future, City Council directed City Administration to purchase property in the Forest Acres Subdivision. On June 12, 2006, the Seward City Council passed Resolution 2006-71 authorizing the city manager to proceed with the acquisition of land in Forest Acres Subdivision for the site for the Long Term Care Facility. Due to the change in location for our Long Term Care Facility, City infrastructure will have to be brought to the new site. These improvements include off-site sewer, water, and road improvements. On May 22, 2006 City Council directed the City Manager to have CRW Engineering group conduct the design work for this infrastructure. The anticipated cost of the infrastructure design is $283,000 which includes concept design, preliminary design, reviews, final design, construction bid services, and construction support services. The design also includes a sewer lift station capable of handling immediate and long term needs for the site; and a pressure reduction system for the water system for the facility. Staff is requesting $283,000 for CRW to design of new City sewer, water, and roads to the new LTC site in Forest Acres.
