RESOWTION NO. 86-36
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, AUI'HORIZING THE PURCHASE OF A TRANSFORMER
WITHOUT FULL UTILIZATION OF THE CITY'S BID PROCEDURES
WHEREAS, the electrical transfonner serving the railroad
tunnel has failed; and
WHEREAS, there is no "spare" transfonner in stock to replace
the failed transfonner; and
WHEREAS, the failed transfonner must be returned to the
manufacturer for repair; and
WHEREAS, the tirre required to effect repairs exceeds the tirre
required to obtain a new unit; and
WHEREAS, if a new transfonner is purchased for the railroad
tunnel, the repaired unit can be stockpiled for future use; and
WHEREAS, advertising for public bid as required by Section
10-8 of the City Code would cause an additional and unreasonable delay
in obtaining the needed transfonner; and
WHEREAS, the City Engineering Department has requested price
quotations from several suppliers of transfonners; and
WHEREAS, Anixter responded with the lowest quoted price;
NCM, THEREFORE, BE IT RESOLVED BY THE CITY CDUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The public interest would best be served by
walvlng the bid procedures outlined in Section 10-8 of the Seward City
Code for purchase of a transfonner.
Section 2. The City Manager is hereby authorized to award a
purchase contract to Anixter to provide one 100 KVA 69/14.4 KV trans-
fonner in the aIrOunt of $10,400, FOB Phoenix.
Section 3. A project budget totalling $11,900, including
$1,500 shipping cost from Phoenix to Seward, is hereby created within
the transmission line project account.
Section 4. This resolution shall take effect irnrrediately upon
its adoption.
