RESOIIJTION NO. 86-41
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, AIASKA, AUTHORIZING A SOLE SOURCE CONTRACT TO
AF<X;NAK LOGGIN3, A DIVISION OF KODIAK LUMBER LIMITED, FOR 'IllE
PERFORMANCE OF MAINTENANCE DREDGING AT THE
SEWARD MARINE INDUSTRIAL CENTER AND APPROPRIATING FUNDS
WHEREAS, Section 10-8 of the Seward City Code provides an
exception to specified bid procedures when the City Council determines
that the public interest would be best served by not requiring competi-
tive bidding; and
WHEREAS, the water depths alongside the Seward Marine Indus-
trial Center ship lift dock have been found to be inadequate during minus
tides to accorrnrodate vessels with unusual drafts desiring to utilize the
dock; and
WHEREAS, the Polish fishing fleet desires to utilize the
Seward Marine Industrial Center dock to berth vessels while effecting
dockside repairs; and
WHEREAS, the Polish fleet recently diverted several vessels to
Anchorage due to the inadequate depth at the Seward Marine Industrial
Center dock; and
WHEREAS, tiIre is of the essence to dredge the Seward Marine
Industrial Center berth prior to the 1986 salrron season; and
WHEREAS, Afognak Logging has the capability to perfonn the
dredging, utilizing a drag line, for a negotiated price of $2.20 per
yard; and
WHEREAS, Afognak Logging is the only local corrpany with the
capability to perfonn the dredging; and
work;
WHEREAS, the price offered is =rnpetitive for this type of
NO'!, THEREFORE, BE IT RESOLVED BY 'IllE CITY COUNCIL OF THE CITY
OF SEWARD, AIASKA, that:
Section 1. The public interest would best be served by not
requ~r~ng competitive bidding to perfonn dredging of approximately
12,000 cubic yards of gravel at the Seward Marine Industrial Center
shiplift dock, where only one local contractor has the capability of
performing the work.
Section 2. The City Manager is hereby authorized to enter
into a contract with Afognak Logging, a division of Kodiak Lumber
Limited, for a not-to-exceed price of $30,360.00.

RESOLUTION NO. 86-41
Section 3. A project budget totalling $40,894.00 is hereby
created and $40,894.00 is appropriated from the General Fund Fund
Balance Account No. 101-001-273-00-00 to the Seward Marine Industrial
Center Maintenance Dredging Account.
Section 4. This resolution shall take effect irmediately upon
its adoption.
