<br />I <br /> <br />I <br /> <br />I <br /> <br />Sponsored by: Janke <br /> <br />CITY OF SEWARD, ALASKA <br />RESOLUTION NO. 2000-099 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, <br />ALASKA, AUTHORIZING A CONTRACT WITH THE UNITED STATES <br />DEPARTMENT OF AGRICULTURE NATURAL RESOURCES <br />CONSERVATION SERVICE FOR CONTRACT MANAGEMENT OF <br />CONSTRUCTION OF THE JAPANESE CREEK LEVEE FLOOD <br />MITIGATION PROJECT AND AUTHORIZING ACCEPTANCE OF <br />FEDERAL GRANT FUNDS IN THE AMOUNT OF $1,000,000 <br /> <br />WHEREAS, the Resurrection River and Japanese Creek Flood Mitigation Task Force was <br />created following the 1995 flood event to develop a comprehensive flood mitigation plan for the <br />Resurrection River and Japanese Creek; and <br /> <br />WHEREAS, the task force report released May 8, 1998 contained the comprehensive flood <br />mitigation plan; and <br /> <br />WHEREAS, the Japanese Creek Levee Extension Flood Mitigation Project is a component of <br />the plan; and <br /> <br />WHEREAS, this levee will insulate north Seward from flooding and outburst flooding by <br />Japanese Creek protecting significant public and private property and facilities; and <br /> <br />WHEREAS, the City lobbied for and received $1,000,000 through the Natural Resource <br />Conservation Service to construct this levee project; and <br /> <br />WHEREAS, the funds will be used to construct an extension of the existing Japanese <br />Creek Levee, upgrade Dimond Boulevard, which is a part of the levee system, and widen the <br />floodway channel, with any remaining funds being used for the remaining projects in the <br />comprehensive flood mitigation plan; and <br /> <br />WHEREAS, the City of Seward accepts all the responsibilities of contract management and <br />reporting requirements necessary for the use of federal funds, and in return the Natural Resources <br />Conservation Service will provide technical assistance and support, and will pass through the <br />appropriated funds; and <br /> <br />WHEREAS, the City will receive a 5% administrative fee (from the total grant) for the <br />contracting management work; <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF SEWARD, ALASKA, that: <br />
