<br />I <br /> <br />I <br /> <br />I <br /> <br />Sponsored by: Janke <br /> <br />CITY OF SEWARD, ALASKA <br />RESOLUTION NO. 2000-105 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, <br />ALASKA, AUTHORIZING THE CITY MANAGER TO ISSUE A CHANGE <br />ORDER TO TRANSPAC MARINAS INCREASING THE AMOUNT BY <br />$50,000 FOR AN ADDITIONAL FORM TO CONSTRUCT FLOAT <br />SECTIONS, FUNDING TO BE ADVANCED FROM THE NORTH HARBOR <br />RENOVATION CAPITAL PROJECT, AND TO BE REPAID FROM THE <br />REVENUE BOND AT THE TIME OF BOND ISSUANCE. <br /> <br />WHEREAS, in 1998, the City began looking at ways to address the issues in the Small Boat <br />Harbor, particularly renewing the aging and obsolete infrastructure; and <br /> <br />WHEREAS, in February of 1999, the City took ownership of the harbor facilities from the <br />state and received $3.1 million for deferred maintenance; and <br /> <br />WHEREAS, after many public and advisory group meetings, a recovery plan for renewing <br />the harbor float system was developed and presented to the Port and Commerce Advisory Board and <br />City Council; and <br /> <br />WHEREAS, a scope of work was approved, engineering studies completed, a project started <br />and a float contractor selected to provide the highest quality concrete floats; and <br /> <br />WHEREAS, casting and staging the concrete float sections is the next critical step in <br />completing the project; and <br /> <br />WHEREAS, time is of the essence in preserving the revenue base of the City of Seward by <br />completing this project on or before May 1,2001; and <br /> <br />WHEREAS, in order to increase production of float sections and meet the early February <br />production schedule required for the project and allow all sections to be shipped in one shipment, an <br />additional form is required; and <br /> <br />WHEREAS, increasing the cost of the current purchase order to fund construction of an <br />additional form will speed up construction of floats now in production and provide an opportunity to <br />construct E float sections on time if a change order is issued in October; and <br /> <br />WHEREAS, if a change order is issued for E float, the price of this form will be deducted <br />from the bid price; <br />
