<br />I <br /> <br />I <br /> <br />I <br /> <br />Sponsored by: Janke <br /> <br />CITY OF SEWARD, ALASKA <br />RESOLUTION 2000-145 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, <br />ALASKA, SUPPORTING THE CONSTRUCTION OF THE KENAI <br />PENINSULA YOUTH FACILITY <br /> <br />WHEREAS, the State of Alaska Department of Health and Social Services, Division of <br />Family and Youth Services through a Master Plan for Youth Facilities (February 1997) recommends <br />building a Youth Facility in the central Kenai Peninsula; and <br /> <br />WHEREAS, a need continues to exist for housing of juvenile defenders in an appropriate <br />facility and for juveniles to be detained closer to home; and <br /> <br />WHEREAS, the lack of a facility might result in immediate release of a juvenile without <br />detention giving a message to juveniles that there is not immediate consequence to criminal activity; <br />and <br />WHEREAS, the facility could also be developed as an "assessment center" that would <br />supplement detention with substance abuse and mental health counseling; and <br /> <br />WHEREAS, a local committee has been actively working in cooperation with the state on <br />the location of a facility and design; and <br /> <br />WHEREAS, funding for a facility has not been appropriated to date; <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />SEWARD, ALASKA, that: <br /> <br />Section 1. The Council continues to support the building of Kenai Peninsula Youth Facility <br />for the Kenai Peninsula. <br /> <br />Section 2. The Council urges the Governor and the Legislature to fund the construction of <br />such a facility in the next legislative session. <br /> <br />Section 3. The Governor, Commissioners of Health and Social Service and Department of <br />Corrections be provided a copy of this resolution upon its adoption. <br /> <br />Section 4. This resolution shall take effect immediately upon its adoption. <br /> <br />PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 20th <br />day of November, 2000. <br />
