<br />Sponsored by: Yoder <br /> <br />..... <br /> <br />CITY OF SEWARD, ALASKA <br />PLANNING AND ZONING COMMISSION <br />RESOLUTION 2007-07 <br /> <br />A RESOLUTION OF THE SEWARD PLANNING AND ZONING <br />COMMISSION OF THE CITY OF SEW ARD, ALASKA, <br />RECOMMENDING THE SEWARD CITY COUNCIL APPROVE <br />THE CONVEYANCE OF BLOCK 6 ALSO DESCRIBED AS: T IS <br />R 1 W SEC 10 SEWARD MERIDIAN SW 0000004 ORIGINAL <br />TOWNSITE OF SEWARD FEDERAL ADDN (SCHOOL <br />RESERVE) BLK 6 TO THE STATE OF ALASKA (AVTEC) FOR <br />EDUCATIONAL FACILITIES <br /> <br />WHEREAS, The State of Alaska through the Alaska Vocational Technical <br />Center (A VTEC) has formally requested the conveyance of the real property described as <br />"Block 6" TIS R 1 W SEC 10 Seward Meridian SW 0000004 Original Townsite of <br />Seward Federal Addn (School Reserve); and <br /> <br />WHEREAS, The State desires to consolidate their underlying land holdings for <br />the A VTEC facility to further support the mission of their educational programs; and <br /> <br />I.... <br /> <br />WHEREAS, The subject property is currently occupied with the Old Armory <br />Building in use by the A VTEC program and the new Distant Learning Building also used <br />by the A VTEC program, driveways, parking and landscape; and <br /> <br />WHEREAS, Block 6 is currently leased to the State of Alaska for purposes of <br />operating an educational facility with a term through the year 2054; and <br /> <br />WHEREAS, The City of Seward after public hearing, finds that ownership of <br />Block 6 by A VTEC for educational facilities is an appropriate community development <br />use ofthe land and the use required of the original patent; and <br /> <br />WHEREAS, Public utilities and drainage features exist across and/or within the <br />subject property that will require field location, verification and corresponding easements <br />for their preservation and maintenance; and <br /> <br />WHEREAS, The conveyance, as proposed, is in the public's interest. The City is <br />urged to request other lands in exchange for this transfer, such as the State Shop Site, <br />Fifth and B Street parcel, and acreage behind Forest Acres; and <br /> <br />WHEREAS, having complied with the public notification process; on April 5th, <br />2007, the Seward Planning and Zoning Commission held the required public hearing on <br />the conveyance of municipal lands. <br /> <br />.... <br />
