FAILED Sponsored by: Oales <br />Motion to Reconsider <br />Failed 05/11/2009 <br />CITY OF SEWARD, ALASKA <br />RESOLUTION 2009-034 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, <br />ALASKA, AMENDING THE PORT AND HARBOR TARIFF BY <br />TEMPORARILY DECREASING LAUNCH FEES, EFFECTIVE MAY 1, 2009 <br />THKOUGH DECEMBER 31, 2009 <br />WHEREAS, the Seward City Council authorized an increase in launch fees from $5.00 to <br />$10.00 per day, and from $50 to $100 per year (annual launch fee pass) in Resolution 2007-122 <br />passed on November 26, 2007; and <br />WHEREAS, due to the current economic climate and the potential for higher fiiel costs and <br />lower disposable income to discourage visitors from visiting Seward for recreation and business <br />purposes; and <br />WHEREAS, the administration seeks to provide rate relief for customers to encourage them <br />to choose Seward as their recreation and business destination; and <br />WHEREAS, in response to customer comments, the City seeks to make it more convenient <br />for the customers currently paying separately for launch fees, parking fees, and camping fees, by <br />w <br />eliminating the launch fees altogether, and reducing the parking fees; and <br />WHEREAS, the 2009 Harbor Operating Budget estimates launch fee revenues of $50,000; <br />to offset this loss in revenue, the General Fund will contribute $15,000 and the Parking Enterprise <br />Fund will contribute $15,000 to the Harbor Enterprise Fund, resulting in an anticipated shortfall in <br />harbor launch fees of $20,000; and <br />WHEREAS, in addition to the temporary reduction in launch fees, the administration will <br />recommend reducing daily parking lot fees (this does not affect parking passes) by half during the <br />same May through December, 2009 period, resulting in an expected loss of revenue of $ ] 04,750 to <br />the Parking Enterprise Fund. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF SEWARD, ALASKA, that: <br />Section 1. The City Council of the City of Seward resolves to amend Subsection 240 (b) - <br />Laaurch Fees of the Port and Harhorlariffby temporarily decreasing the per-launch fees from $10 <br />to $0, and temporarily reducing the annual launch permit fee from $100 to $0 for the period May 1, <br />2009 through December 31, 2009, after which time, said rate relief shall expire and rates shall be as <br />approved in Resolution 2007-122 on November 26, 2007. <br />
