Sponsored by: Oates <br />CITY OF SEWARD, ALASKA <br />RESOLUTION 2009-086 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, <br />ALASKA, SUPPORTING A MEMORANDUM OF AGREEMENT <br />BETWEEN THE CITY OF SEWARD AND THE SEWARD COMMUNITY <br />LIBRARY MUSEUM BUILDING COMMITTEE IN THEIR MUTUAL <br />DESIRE TO DEVELOP, FINANCE, DESIGN AND CONSTRUCT A NEW <br />CO-LOCATED LIBRARY MUSEUM FACILITY AND DIRECTING THE <br />CITY MANAGER TO SIGN AS THE CITY OF SEWARD <br />REPRESENTATIVE <br />WHEREAS, as part of the Seward Centennial celebration of the founding of Seward, <br />then Mayor Edgar Blatchford sought project proposals from the public that would directly <br />benefit the citizens of the community, would begin in the centennial year 2003 and reach <br />completion during 2012, the one hundredth anniversary of the incorporation of the City; and <br />WHEREAS, the Seward Community Library Museum project was selected to be the <br />embodiment of the community's pride by preserving history and providing access to present and <br />future knowledge; and <br />WHEREAS, the Seward Community Library Museum Steering Committee was <br />appointed by the Seward City Manager on May 9, 2005 for the purpose of pursuing the vision of <br />constructing a new public library museum in Seward; and <br />WHEREAS, to date approximately $1 million has been accounted for in private <br />donations and in-kind services toward the construction of the library museum; and <br />WHEREAS, the Seward City Council passed Resolution 2008-126 on December 8, <br />2008, including $80,000 in the City's annual capital budget for the purposes of funding <br />library/museum start-up costs; and <br />WHEREAS, the Seward City Council passed Resolution 2009-009 on February 9, 2009, <br />supporting the construction of the library/museum facility as part of the City's state legislative <br />priorities list, and supporting beneficial legislation aimed at funding for the state's library <br />assistance Bill; and <br />WHEREAS, the Seward City Council passed Resolution 2009-15 on March 9, 2009 <br />authorizing the city manager to begin site preparation of the library/museum site, utilizing <br />existing City resources, to include initiatives to replat the site, vacate interior lot lines and obtain <br />survey information; and <br />
