Sponsored by: Clerk <br /> CITY OF SEWARD, ALASKA <br /> RESOLUTION 2010 -003 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, <br /> ALASKA, AMENDING RULE 16 OF THE CITY COUNCIL RULES OF <br /> PROCEDURE TO REFLECT CHANGES MADE TO THE EVALUATION <br /> PROCESS FOR THE CITY MANAGER, CITY ATTORNEY AND CITY <br /> CLERK <br /> WHEREAS, after numerous discussions and work sessions, the city council desired to <br /> change the evaluation process and forms for the city manager, city attorney and city clerk; and <br /> WHEREAS, those changes are reflected in the amendment to Rule 16 of the City <br /> Council Rules of Procedure <br /> WHEREAS, Rule 16 is deleted in its entirety and replaced with language as appears in <br /> Section 1 below. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br /> OF SEWARD, ALASKA, that: <br /> Section 1. The City Council amends Rule 16 of the City Council Rules of Procedure to <br /> lbw read as follows: <br /> Rule 16. The City Council shall evaluate the performance of the City Attorney, City Clerk and <br /> the City Manager separately and annually during the first council meeting in January, February <br /> and March of each year. These can be conducted in Executive Session. During the evaluation, <br /> the Council shall set goals, priorities and conduct salary negotiation for these appointed officials <br /> for the upcoming year. <br /> The City Attorney, City Manager and City Clerk will complete a summary stating their <br /> accomplishments for the past review period and their goals for the upcoming review period. The <br /> City Clerk will provide the necessary blank evaluation forms, and the appointed official's <br /> completed goals and accomplishments summary to the Council no later than two weeks prior to <br /> the scheduled evaluation. The Mayor can appoint a member of the Council to receive the <br /> completed forms and tabulate the results prior to the formal evaluation sessions. At any time, the <br /> council may, by majority vote, make a motion to hold additional evaluations as they feel is <br /> necessary. <br /> [See Appendices A4 -6 for City Manager, City Attorney and City Clerk evaluation forms.] <br /> Section 2. This resolution shall take effect immediately upon its adoption. <br />
