Sponsored by: Oates <br /> CITY OF SEWARD, ALASKA <br /> RESOLUTION 2010 -029 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, <br /> ALASKA, AUTHORIZING THE CITY MANAGER TO IMPLEMENT THE <br /> SEWARD SMALL BOAT HARBOR VESSEL MAINTENANCE AND <br /> REPAIR POLICY <br /> WHEREAS, vessels within the Seward Small Boat Harbor routinely require minor <br /> maintenance including varnishing, waxing, sanding, painting, window replacement, and other small <br /> repairs which are not cost effective to be completed at an upland storage and maintenance yard; and <br /> WHEREAS, while some vessel owners and operators strive to be considerate of other harbor <br /> users and harbor infrastructure by containing waste and debris associated with maintenance <br /> activities, a clear policy and requirement statement from the City does not exist; and <br /> WHEREAS, in the fall of 2009, the Port and Commerce Advisory Board and City <br /> administration recognized a need for, and subsequently developed a policy for, managing vessel <br /> maintenance activities occurring in the Seward Harbor; and <br /> WHEREAS, the City administration attempted to balance the issues of small businesses and <br /> boat owners conducting their own work against protecting the interests of the City, specifically to <br /> follow state and federal environmental guidelines and to preserve the non - industrial nature of the <br /> Seward Small Boat Harbor. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br /> OF SEWARD, ALASKA that: <br /> Section 1. The City Manager is authorized to implement the Seward Small Boat Harbor <br /> Vessel Maintenance and Repair Policy, in substantial form as presented at this meeting, and to make <br /> such changes to the policy as necessary to finalize the policy but without changing the substantive <br /> terms as described in the policy. <br /> Section 2. This resolution shall take effect 10 (ten) days after passage and posting. <br /> PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 12 day of <br /> April, 2010. <br />
