Sponsored by: Oates <br /> CITY OF SEWARD, ALASKA <br /> RESOLUTION 2010 -088 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br /> SEWARD, ALASKA ACCEPTING A 2010 DESIGNATED <br /> LEGISLATIVE GRANT FOR COMMERCIAL PASSENGER <br /> VESSEL HARBOR SECURITY COAST GUARD BUILDING <br /> RELOCATION FOR $300,000 AND APPROPRIATING $116,681 <br /> FROM COMMERCIAL PASSENGER VESSEL PROCEEDS, FOR A <br /> TOTAL APPROPRIATION OF $416,681 <br /> WHEREAS, the City of Seward has been awarded a grant in the amount of <br /> $300,000 from the State of Alaska Department of Commerce, Community & <br /> Economic Development, Division of Community and Regional Affairs; and <br /> WHEREAS, the purpose of this FY 2010 Designated Legislative Grant is <br /> to provide funding to the City of Seward for use toward relocation of the USCG <br /> building from the main harbor area to the North Harbor area; and <br /> WHEREAS, the objective of this project is to provide a foundation and utility <br /> extensions for the USCG building relocation and to provide direct connectivity to the <br /> new Z Float for increased security; and <br /> WHEREAS, the water, electric, telecommunication. and storm drain relocation <br /> will need to be designed and extended in the north harbor in preparation for the <br /> foundation; and <br /> WHEREAS, subsequent to the utility extensions and construction of the <br /> foundation, the USCG will be responsible for the relocation of their current facility to the <br /> newly constructed foundation and utilities; and <br /> WHEREAS, the City Manager will present a subsequent resolution to the City <br /> Council to award a contract for the construction of the water, storm drain relocation and <br /> foundation; and <br /> WHEREAS, such grant funds may be used towards contractual services, <br /> engineering, design, planning, permitting, project management and construction; and <br /> WHEREAS, time is of the essence for this project to enable the USCG to move <br /> their facility in the summer of 2011, upon completion of construction of the Z float; and <br /> WHEREAS, the City will need to fund a portion of this project to ensure the <br /> infrastructure is complete prior to the relocation of the USCG structure; and <br /> imam, WHEREAS, the City has additional funding available for this project from the <br /> 2009 cruise ship head tax funding for the dredging project and to cover 10% overhead; <br /> and <br />
