Sponsored by: Oates <br /> CITY OF SEWARD, ALASKA <br /> RESOLUTION 2010 -089 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br /> SEWARD, ALASKA AUTHORIZING THE CITY MANAGER TO <br /> ENTER INTO A CONSTRUCTION AGREEMENT WITH METCO <br /> INCORPORATED FOR $423,027 FOR THE UNITED STATES <br /> COAST GUARD RELOCATION PROJECT TO CONSTRUCT THE <br /> PHASE 1 -WATER LINE, RELOCATION OF THE STORM DRAIN, <br /> FOUNDATION, AND PHASE 2- WATER LINE FOR THE <br /> DEVELOPMENT OF THE Z FLOAT AND APPROPRIATE FUNDS <br /> WHEREAS, the City of Seward was awarded grant money to provide a <br /> foundation and utilities to relocate the USCG facility to the North Harbor and the <br /> construction of the water line to the Z float; and <br /> WHEREAS, the City was allocated $300,000 State funding for the USCG grant, <br /> and contributed $116,681 in cruise ship head tax to construct the foundation and utility <br /> extensions necessary to relocate the USCG to the North Harbor and prepare for the Z <br /> float development; and <br /> WHEREAS, the City developed a competitive bid package for the USCG <br /> foundation, relocation of the storm drain, and phase 1 and 2- water utilities and advertised <br /> according to SSC6.10.210 and SCC6.10.215; and <br /> WHEREAS, four contractors submitted bids to the City Clerk's office by 5p.m <br /> on September 22, 2010; and <br /> WHEREAS, the Public Works Department determined all bids were qualified <br /> and responsive; and <br /> WHEREAS, Metco Incorporated was the lowest most qualified and responsive <br /> bidder; and <br /> WHEREAS, the foundation, relocation of the storm drain and water utilities will <br /> not be able to proceed until the contract is awarded; and <br /> WHEREAS, time is of the essence. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br /> SEWARD, ALASKA: <br /> Section 1. The city manager is hereby authorized to enter into an agreement in <br /> substantial form as attached hereto, with Metco Incorporated, for $423,027 for the USCG <br /> foundation, storm drain relocation, and phase 1 and 2- water utilities. <br />
