Sponsored by: Hunt <br /> CITY OF SEWARD, ALASKA <br /> RESOLUTION 2014-011 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, <br /> ALASKA, AUTHORIZING THE CITY MANAGER TO PURCHASE A <br /> DODGE TRUCK FROM LITHIA DODGE OF ANCHORAGE, WAIVING <br /> COMPETITIVE PROCUREMENT REQUIREMENTS, FOR A CASH <br /> AMOUNT AFTER TRADE-IN CONSIDERATION OF THE SUBARU <br /> FORESTER NOT TO EXCEED $30,000, AS BUDGETED <br /> WHEREAS,the purchase of a truck is consistent with the City of Seward's(-City")policy of <br /> keeping the fleet in good mechanical, dependable condition; and <br /> WHEREAS, City Council recognized the need for a better quality vehicle and approved an <br /> amount of$30,000 during the budget process for 2014-2015; and <br /> WHEREAS, consideration for the safety of City employees is paramount as they travel the <br /> Seward Highway and City streets during inclement weather and emergencies; and <br /> WHEREAS,the City Manager is the Director of Emergency Preparedness and is the primary <br /> Incident Command Officer for the City and the truck will provide permanent, on-board storage for <br /> emergency equipment and supplies and can carry visitors and employees. It shall be funded by the <br /> Motor Pool Fund after the trade-in allowance of the Subaru is deducted from the truck's cost; and <br /> WHEREAS, quotes were solicited from three vendors,resulting in two responses.of which <br /> Lithia Dodge's was clearly superior in price and timeliness; and <br /> WHEREAS, it is in the City of Seward's best interest according to City Code Section <br /> 6.10.130 to waive competitive procurement procedure requirements and purchase the vehicle from <br /> Lithia Dodge. <br /> NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CI1 <br /> OF SEWARD, ALASKA that: <br /> Section 1. The City Manager is hereby authorized to purchase one truck in an amount not to <br /> exceed $30,000 after taking into account the trade-in value of the Subaru. <br /> Section 2. The Seward City Council hereby exempts from competitive procurement, the <br /> purchase of equipment, and the City Council hereby finds that it is in the public interest to waive the <br /> formal bid requirements as allowed by SCC Section 6.10.130,based on the findings above which are <br /> incorporated herein. <br /> L. Section 3. Funding for the vehicle and equipment in an amount of$30,000.00 is hereby <br />
