Sponsored by: Hunt <br /> CITY OF SEWARD, ALASKA <br /> RESOLUTION 2014-017 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, - <br /> ALASKA, AUTHORIZING THE CITY TO PROVIDE CERTAIN <br /> ADMINISTRATIVE AND SUPPORT SERVICES ON BEHALF OF THE <br /> SEWARD COMMUNITY HEALTH CENTER <br /> WHEREAS,the Seward City Council enacted Ordinance 2010-008 on December 13,2010, <br /> establishing the powers and duties of the Board of Directors("Board")charged with oversight of the <br /> newly established Seward Community Health Center; and <br /> WHEREAS,the City of Seward serves as co-applicant with the Seward Community Health <br /> Center(stand-alone 501(c)3 entity)as a federally qualified health center("CHC"), collaborating to <br /> improve access to primary health care in the community, pursuant to Section 330 of the Public <br /> Health Service Act (42 U.S.C. § 254b); and <br /> WHEREAS, the Seward City Council enacted Ordinance 2013-013 on December 16,2013, <br /> authorizing employees of the Seward Community Health Center to be employees of the City for a <br /> limited time, requiring a Co-Applicant Agreement ("Agreement") between the City and the CHC, <br /> and in accordance with Seward City Code§2.40.040(D),"if approved by council resolution,the city <br /> imp may provide human resources, risk management, legal, accounting, and general administrative <br /> services to the SCHC;" and <br /> WHEREAS, the parties agree that the CHC can benefit from assistance from the City as it <br /> focuses on clinical and operational matters during the initial operating period. <br /> NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br /> OF SEWARD, ALASKA, that: <br /> Section 1. The Seward City Council hereby authorizes City staff to provide services <br /> requested by the Seward Community Health Center for a period of not more than but up to three <br /> years, upon approval of the City Manager, as follows: payroll and accounts payable processing; <br /> accounting and financial reporting; human resource assistance such as advertising, collecting <br /> applications, drug-testing and background checks; legal support; computer assistance; provision of <br /> employee benefits; and general administrative support. City staff will expressly not provide billing <br /> and collection services. <br /> Section 2. The costs associated with assisting the Seward Community Health Center will be <br /> allocated to the Center and may be reimbursed by the CHC, as approved annually via City Council <br /> resolution, as costs of the CHC. <br /> Section 3. The City of Seward will not hire any new employees to perform these services. <br />
