Sponsored by: Hunt <br /> CITY OF SEWARD,ALASKA <br /> RESOLUTION 2014-072 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, <br /> ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A <br /> CONSTRUCTION CONTRACT WITH ORION MARINE <br /> CONTRACTORS, INC. IN AN AMOUNT NOT TO EXCEED $6,150,900 <br /> FOR THE BREAKWATER ROCK PRODUCTION PROJECT AT THE <br /> SEWARD MARINE INDUSTRIAL CENTER AND AN ADDITIONAL <br /> $615,090 AS A PROJECT CONTINGENCY <br /> WHEREAS, the City of Seward, using State of Alaska funds, hired R & M Consultants <br /> in 2011 to design a new breakwater at SMIC; and <br /> WHEREAS, the breakwater will be of the rubble mound type and it will be constructed <br /> using locally produced rock; and <br /> WHEREAS, the project requires the blasting and sorting of rock into different size <br /> classifications; and <br /> WHEREAS, the City developed a scope of work with the assistance of R & M <br /> Consultants, Inc. and advertised a competitive bid package according to SCC 6.10.210 and SCC <br /> 6.10.215; and <br /> WHEREAS, three bids were received by the required deadline of 3:00 p.m. August 14, <br /> 2014; and <br /> WHEREAS, the City and R & M Consultants, Inc. reviewed all bids and concluded <br /> Orion Marine Contractors , Inc. was the lowest,most qualified and responsive bidder with a base <br /> bid amount of$1,520,000 and three Alternate bid amounts totaling$4,630,900; and <br /> WHEREAS, the City and R & M Consultants agree that a ten percent contingency is <br /> necessary for a project of this magnitude to address the potential for unforeseen project costs. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br /> CITY OF SEWARD,ALASKA that: <br /> Section 1. The City Manager is hereby authorized to enter into a construction contract <br /> not-to-exceed $6,150,900 with Orion Marine Contractors, Inc., including both the Base Bid and <br /> three Additive Alternates in substantially the form as attached hereto, for the production of <br /> breakwater rock for the Seward Marine Industrial Center. <br /> Section 2. Funding for this contract in an amount not-to-exceed $6,150,900 was <br /> previously appropriated from State of Alaska DCCED grant fund account no. 12331-0000-5922, <br />
