Sponsored by: Hunt <br /> CITY OF SEWARD, ALASKA <br /> RESOLUTION 2014-103 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, <br /> ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO AN <br /> AGREEMENT WITH YOUR CLEAN ENERGY, LLC TO COMPLETE <br /> AN ECONOMIC EVALUATION OF STARTER DISTRICT HEAT <br /> SYSTEM IN THE LIBRARY MUSEUM AND CITY HALL ANNEX, AND <br /> APPROPRIATING FUNDS <br /> WHEREAS, the City of Seward seeks to conserve energy and save taxpayer dollars on <br /> city owned facilities; and <br /> WHEREAS, council has tasked the Port and Commerce Advisory Board, along with <br /> administration, with exploring alternative and renewable energy opportunities; and <br /> WHEREAS, conceptual strategies for reducing energy costs and consumption should be <br /> evaluated by qualified experts before committing city resources; and <br /> WHEREAS, the Alaska SeaLife Center and some other local structures have realized <br /> significant savings by using heat pumps and heat pumps have been suggested as a concept for the <br /> city to pursue; and <br /> hos <br /> WHEREAS, city administration and staff consulted with Your Clean Energy, LLC, <br /> (YCE), recognized as experts in this field, on identifying areas most likely to realize savings by <br /> employing a heat pump loop or district; and <br /> WHEREAS, the four target buildings identified by YCE are the likeliest, in a compact <br /> area, that can take advantage of a district heating loop and this phase includes the Library <br /> Museum and City Hall annex buildings; and <br /> WHEREAS, any and all savings realized through the implementation of this project will <br /> be shared equally by all city taxpayers; and <br /> WHEREAS, this project will deliver the city a grant ready package for federal or state <br /> funding including Clean Energy grants; and <br /> WHEREAS, the Your Clean Energy's proposal for this project is $48,000. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br /> CITY OF SEWARD,ALASKA that: <br /> Section 1. The City Manager is hereby authorized to enter into an agreement with Your <br /> Clean Energy, LLC as attached hereto, in a lump sum amount of$48,000. <br />
