Sponsored by: Planning and Zoning Commission <br /> CITY OF SEWARD,ALASKA <br /> RESOLUTION 2016-014 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, <br /> ALASKA, RECOMMENDING KENAI PENINSULA BOROUGH <br /> APPROVAL OF THE SPRING CREEK CORRECTIONAL FACILITY <br /> SITE REPLAT, NUMBER 1; THIS PLAT VACATES THE BOUNDARY <br /> BETWEEN TWO EXISTING PARCELS AND CREATES TWO <br /> DIFFERENT PARCELS; INCLUDES THE VACATION OF BLANKET <br /> UTILITY AND ACCESS EASEMENTS AND DEDICATES PLATTED <br /> EASEMENTS FOR KNOWN UTILITIES AND ACCESSES; LOCATED <br /> WITHIN THE INSTITUTIONAL ZONING DISTRICT <br /> WHEREAS, administration hired Cline and Associates Land Surveyors to prepare a <br /> preliminary plat of City owned land to facilitate the transfer of title of the Spring Creek <br /> Correctional Center lands from the City of Seward to the State of Alaska Department of <br /> Corrections; and <br /> WHEREAS, Cline and Associates has submitted the preliminary replat (based on the <br /> parent plat 84-12)to be known as Spring Creek Correctional Facility Site, Replat No.1; and <br /> WHEREAS, this platting action vacates the boundary between two existing parcels and <br /> creates two different parcels,totaling 327.241 acres; and <br /> WHEREAS, this platting action also vacates existing blanket easements for utilities and <br /> accesses and replaces them with dedicated easements for all known existing utilities and <br /> established accesses; and <br /> WHEREAS,the area included within this replat is zoned Institutional (NS) and does not <br /> create any non-conforming structures or lots within the current zoning district; and <br /> WHEREAS, City staff have reviewed, commented and support the proposed Spring <br /> Creek Correctional Facility Site Replat; and <br /> WHEREAS, the State of Alaska, Department of Natural Resources and Department of <br /> Corrections have reviewed, commented and support the proposed Spring Creek Correctional <br /> Facility Site Replat; and <br /> WHEREAS, no subdivision installation agreement is necessary, all parcels are currently <br /> serviced by dedicated Rights-of-way, water, sewer, electric and other utilities; and <br />
