Sponsored by: Hunt <br /> CITY OF SEWARD,ALASKA <br /> RESOLUTION 2016-037 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, <br /> ALASKA, AUTHORIZING THE PURCHASE OF SERVICES FOR THE <br /> DESIGN AND ENGINEERING OF THE DIMOND BOULEVARD FROM <br /> HEMLOCK AVENUE TO FORT RAYMOND SUBSTATION <br /> TRANSMISSION LINE FROM DRYDEN AND LaRUE IN THE AMOUNT <br /> OF $49,000 PLUS A CONTINGENCY OF $4,900 <br /> WHEREAS, future development along Dimond Boulevard requires a clearly defined <br /> transmission line route; and <br /> WHEREAS,the transmission line to the Seward is a radial feed; and <br /> WHEREAS, although the line is apparently stable, it is past its life expectancy at <br /> approximately thirty years since installation; and <br /> WHEREAS, engineering the transmission line now will help the City to identify any <br /> potential risks to the infrastructure currently in place; and <br /> WHEREAS,currently the line is constructed to 69 kilovolt(kV),designing the transmission <br /> line to 115 kV capacity gives the City future flexibility in operating the line at either 69kV or 115kV; <br /> and <br /> WHEREAS, City Code Section 6.10.120.A.8 allows for specialized products and <br /> professional services exemptions stating, "To the purchase of professional services. Professional <br /> services are those that require special knowledge and judgment that includes analysis, evaluation, <br /> prediction, planning or recommendations and which result in the production of a report or the <br /> completion of a task."; and <br /> WHEREAS, the city will receive the completion of a task in the form of design and <br /> engineering; and <br /> WHEREAS, Jack Anderson of Dryden and LaRue is uniquely qualified to produce these <br /> objectives because of his history designing,engineering and managing the transmission construction <br /> as an employee and later as a contractor for the City of Seward; and <br /> WHEREAS,having this project`shovel ready' could give the City of Seward future funding <br /> opportunities. <br /> NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br /> OF SEWARD,ALASKA that: <br />
