<br />I <br /> <br />I <br /> <br />I <br /> <br />Sponsored by: Janke <br /> <br />CITY OF SEWARD, ALASKA <br />RESOLUTION 2001-043 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, <br />ALASKA, APPROVING CHANGE ORDER NUMBER 5 TO TRYCKNYMAN <br />HAYES INCORPORATED'S (TNH) ENGINEERING SERVICES <br />CONTRACT FOR ADDITIONAL CONTRACTING AND BIDDING <br />SERVICES FOR TWO FISH CLEANING STATIONS FOR AN AMOUNT <br />NOT TO EXCEED $19,395. <br /> <br />WHEREAS, on September 6, 2000, the Port and Commerce Advisory Board (P ACAB) <br />considered an administration proposal to sell a revenue bond to fund E float replacement during the <br />scheduled Small Boat Harbor Repair and Renovation Capital Project; and <br /> <br />WHEREAS, recognizing the needs of smaller businesses, the P ACAB recommended to City <br />Council a bond of $3 million to replace E float and build two fish cleaning stations; and <br /> <br />WHEREAS, on September 11,2000, the City Council passed Resolution 2000-094 <br />authorizing the sale of a $3 million bond to fund replacement of E float and to build two fish <br />cleaning stations; and <br /> <br />WHEREAS, TNH provided a proposal to add to the existing engineering service contract <br />for the Small Boat Harbor Repair and Renovation Capital Project (approved by the City Council <br />in Resolution 99-143) for design of these fish cleaning stations; and <br /> <br />WHEREAS, Swalling Construction Company purchased the materials (Resolution 2001- <br />035) and will drive the piling for both stations (Resolution 2001-037); and <br /> <br />WHEREAS, negotiations with the contractor failed to reach an agreeable price for <br />construction of the stations and the remaining work will be bid separately; and <br /> <br />WHEREAS, TNH has provided a cost estimate for additional contracting and bidding <br />services; and <br /> <br />WHEREAS, this proposal would be added as additional services under Task #6 to the <br />current contract for an amount not to exceed $19,395; and <br /> <br />WHEREAS, under SCC 6.1O.120(A)(8), the purchase of professional services, such as <br />engineering services, is exempt from the competitive procurement procedures; <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF SEWARD, ALASKA, that: <br />
