<br />I <br /> <br />I <br /> <br />I <br /> <br />Sponsored by: Janke <br /> <br />CITY OF SEWARD, ALASKA <br />RESOLUTION 2001-071 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF mE CITY OF SEWARD, <br />ALASKA, IN SUPPORT OF THE COOK INLET AQUACULTURE <br />ASSOCIATION'S PLAN FOR ASSISTANCE TO THE COOK INLET <br />FISHING COMMUNITY mROUGH FISHERIES ENHANCEMENT AND <br />REHABILITATION <br /> <br />WHEREAS, the Cook Inlet Aquaculture Association was organized and incorporated in <br />1976 to protect and rehabilitate self-perpetuating salmon stocks and the habitats upon which they <br />depend and to maximize the value of the Cook Inlet (Area H) common property salmon resource by <br />applying science and enhancement technology to supplement the value attained from protection and <br />rehabilitation of self perpetuating salmon stocks; and, <br /> <br />WHEREAS, the Cook Inlet Aquaculture Association is a Qualified Regional Aquaculture <br />Association; and, <br /> <br />WHEREAS, salmon prices began a downward trend reducing revenue available to the <br />individuals and businesses that rely on the salmon resource for income and, not only has the price of <br />salmon continued the downtrend, but the return of salmon stocks to Cook Inlet has also weakened, <br />particularly sockeye in 1998 and 2000 and coho salmon in 1999; and, <br /> <br />WHEREAS, the Kenai Peninsula Borough and the Federal government have declared the <br />Cook Inlet fishing community, consisting of native and nonnative subsistence users, commercial, <br />personal use and sport fishers and the business that support these users, an economic disaster; and, <br /> <br />WHEREAS, the economic disaster declaration provides short-tenn assistance to the Cook <br />Inlet fishing community; and, <br /> <br />WHEREAS, the Cook Inlet Aquaculture Association has developed a plan to provide long <br />term assistance to the Cook Inlet Fishing Community through fisheries rehabilitation and <br />enhancement; and, <br /> <br />WHEREAS, tourism and commercial fishing are two major industries important to the <br />economy of the City of Seward that rely on the salmon fisheries of Cook Inlet; and, <br /> <br />WHEREAS, subsistence and personal use fishing are important to the citizens of the City of <br />Seward. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF SEWARD, ALASKA, that: <br />
