<br />I <br /> <br />I <br /> <br />I <br /> <br />Sponsored by: Janke <br /> <br />CITY OF SEWARD, ALASKA <br />RESOLUTION 2001-089 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, <br />ALASKA, SUPPORTING mE RECERTIFICATION OF THE PRINCE <br />WILLIAM SOUND REGIONAL CITIZENS' ADVISORY COUNCIL AS mE <br />ALTERNATIVE VOLUNTARY ADVISORY GROUP FOR PRINCE <br />WILLIAM SOUND <br /> <br />WHEREAS, the Prince William Sound Regional Citizens' Advisory Council (RCAC) must <br />apply for recertification with the US. Coast Guard in accordance with the Oil Pollution Act of 1990; <br />and, <br /> <br />WHEREAS, RCAC has displayed organizational excellence by utilizing the World Wide Web <br />for networking and has secured partnership and grant funding to supplement contributions to <br />important studies related to their mission; and, <br /> <br />WHEREAS, RCAC monitored, analyzed, and reported on the Valdez Marine Terminal <br />Operations and Maintenance; and, <br /> <br />WHEREAS, RCAC has developed a framework for participating in the state and federal <br />right-of-way renewals for the Trans-Alaska Pipeline System, including the terminal facilities; and, <br /> <br />WHEREAS, RCAC is now focused on training, strategies, maneuvers, and tactics that will <br />clearly demonstrate that state-of-the-art tugs can effectively assist a disabled tanker in time to prevent <br />a grounding or collision; and, <br /> <br />WHEREAS, RCAC continues to review oil spill prevention and response plans for those <br />portions of the Trans-Alaska Pipeline where a spill would affect the watershed and coastal resources <br />in our region; and, <br /> <br />WHEREAS, RCAC has been actively involved in efforts to improve the Valdez Marine <br />Terminal oil spill prevention and response plan, based primarily on the State of Alaska's requirements <br />on which approval of the plan was conditioned; <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF SEWARD, ALASKA, that: <br /> <br />Section 1. The City Council supports the recertification of Prince William Sounds Regional <br />Citizens' Advisory Council's application for recertification as the alternative voluntary advisory group <br />for Prince William Sound. <br /> <br />Section 2. This resolution shall take effect immediately upon its adoption. <br />
