<br />I <br /> <br />I <br /> <br />I <br /> <br />. <br /> <br />. <br /> <br />Sponsored by: Janke <br /> <br />CITY OF SEWARD, ALASKA <br />RESOLUTION 2000-014 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, <br />ALASKA, DECLARING A STATE OF DISASTER IN THE CITY OF <br />SEWARD AND REQUESTING ASSISTANCE FROM THE KENAI <br />PENINSULA BOROUGH AND THE STATE OF ALASKA. <br /> <br />WHEREAS, The City of Seward is a political subdivision within the Kenai Peninsula <br />Borough and the state of Alaska; and <br /> <br />WHEREAS, the City of Seward established an emergency operations center at 12:45 p.m. <br />February 3, 2000, due to extreme winter since January 25,2000; and <br /> <br />WHEREAS, the City of Seward has been isolated off and on since January 27,2000, and <br />completely cut off since Sunday night, January 30, 2000; and <br /> <br />WHEREAS, the City of Seward is currently cut off from road, rail and air traffic; and <br /> <br />WHEREAS, current projections are that we will be cut off for up to one week, and as a <br />result we are concerned about food and medical supplies; and <br /> <br />WHEREAS, primary electrical power has been cut off since February 2, 2000, causing us <br />to be on backup generation and back-feeding power through Mile 18 of the Seward; and <br /> <br />WHEREAS, failure of the backup system is of major concern; and <br /> <br />WHEREAS, the City's current assets are extremely limited and nearly exhausted, and we <br />are forced to rely on outside resources as the situation progresses; and <br /> <br />WHEREAS, the critical needs at this time are air and road connection for supplies, and re- <br />establishment ofthe primary electrical connection of the main transmission line; and <br /> <br />WHEREAS, the geographic boundaries of the emergency include the corporate limits ofthe <br />city of Seward and extending out through the City of Seward Electrical Service Area; <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF SEWARD, ALASKA, that: <br /> <br />Section 1. A disaster emergency is declared to exist within the city of Seward. <br />
