<br />I <br /> <br />. <br /> <br />. <br /> <br />Sponsored by: Janke <br /> <br />CITY OF SEWARD, ALASKA <br />RESOLUTION 2000-054 <br /> <br />A RESOLUTION OF mE CITY COUNCIL OF THE CITY OF SEWARD, <br />ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A <br />PROFESSIONAL SERVICES CONTRACT WITH URS/DAMES AND <br />MOORE FOR PROFESSIONAL PLANNING SERVICES TO UPDATE THE <br />COMPREHENSIVE PLAN <br /> <br />WHEREAS, the Seward Comprehensive Plan was last updated in 1990, and provides a guide <br />for community development pertaining to land use, transportation facilities, economic development, <br />public facilities and services; and <br /> <br />WHEREAS, there is a need to update the Comprehensive Plan since many ofthe strategies <br />articulated in the 1990 document have been completed, and others are no longer applicable due to <br />changed circumstances; and <br /> <br />WHEREAS, the City of Seward received $30,000 from the Kenai Peninsula Borough in 1998 <br />in order to update the Comprehensive Plan; and <br /> <br />WHEREAS, the 1998 community vision project, which culminated in the development of <br />the 1999 Strategic Plan, recommended revision of the Comprehensive Plan in accordance with the <br />goal to "Maintain Comprehensive and Land Use Plans that Reflect and Achieve the Community's <br />Vision through continued public input"; and <br /> <br />WHEREAS, in response to a request from the City (as authorized by Seward City Code <br />6.10.115 & 6.10.120 which exempts professional services from the competitive procurement <br />procedures), URS/Dames and Moore submitted .a proposal to assist the City in preparing a <br />Comprehensive Plan Revision within the project budget; and <br /> <br />WHEREAS, the City believes this proposal is equitable for both parties, is in the best interest <br />of the City. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF SEWARD, ALASKA, that: <br /> <br />Section 1. The City Manager is authorized to enter into a professional services agreement <br />with URS/Dames and Moore for planning services in an amount not to exceed $26,000 for <br />completion of the Comprehensive Plan Revision. <br /> <br />Section 2. This resolution shall take effect immediately upon its adoption. <br />
