<br />I <br /> <br />C CLERK: <br /> <br />C MANAGER: <br /> <br />I <br /> <br />LOC ORGS: <br /> <br />I <br /> <br />PAGE 1 <br /> <br />SPECIAL MEETING - JANUARY 5, 1977 <br /> <br />VOLUME 18 <br /> <br />I. <br /> <br />CALL TO ORDER: <br /> <br />The special meeting of the Seward City Council was called to order <br />at 7:30 p,m, by Mayor Neve', <br /> <br />II. <br /> <br />OPENING CEREMONY: <br /> <br />Neve' led the pledge of allegiance to the flag, <br /> <br />III. <br /> <br />ROLL CALL: <br /> <br />Present were: Mayor Neve'; Councilmembers Gillespie, Hugli, Martin, <br />Mott, Oldow and Vincent <br /> <br />Present also: Deputy City Clerk-Treasurer Shanley <br /> <br />EXECUTIVE SESSION: An executive session was held from 7:32 p.m. to 8:00 p,m. <br />in order to discuss the City Manager and City Clerk-Treasurer <br />positions, <br /> <br />IV, <br /> <br />SPECIAL ITEMS: <br /> <br />A, Neve' read in full December 29, 1976, letter from Deputy <br />City Clerk-Treasurer Shanley requesting to be considered for the City Clerk- <br />Treasurer position and commented favorably on the past performance of the <br />Deputy Clerk, Following discussion, it was moved by Hugli, seconded by Gillespie <br />and carried as follows to hire JoAnne Shanley as City Clerk-Treasurer: <br /> <br />Ayes: <br />Noes: <br />Absent: <br /> <br />Gillespie, Hugli, Martin, Neve', Oldow and Vincent <br />Mott <br />None <br /> <br />Neve' stated, for the audience's benefit, that during the <br />executive session Council had discussed the hiring of a new City Manager <br />immediately due to the critical pending items which needed administrative <br />attention. He further stated Mr. C. E. Johnson of Kenai, presently Kenai <br />Peninsula Borough Assembly President, had been the applicant most seriously <br />considered. Following discussion, it was moved by Oldow, seconded by Hugli <br />and unanimously carried to appoint Mr. Johnson as City Manager, effective <br />as soon as he could arrive. In further discussion, Neve', with Council <br />consent, stated that Mr, Johnson's performance would be reviewed in three <br />months and that Council hoped Mr, Filip would remain until January 28 to <br />assist in the transition phase. <br /> <br />B. City Clerk-Treasurer distributed letter dated January 5, 1977, <br />from Senior Citizens' Project Director Blankenship regarding submittal of <br />a preapplication for community block grant funds for the construction/purchase <br />of a multi-purpose center, City Clerk further explained that Council authorization <br />of the City Manager's signature on the preapplication form in no way obligated <br />the City to donate funds to the project.
