Alaska February 27, 2006 Council Agenda Page 2 PROCLAMATION WHEREAS, the Tsunami Bowl, more formally known as the Alaska Region National Ocean Sciences Bowl, is an important Ocean Sciences competition that recognizes and rewards excellence among students interested in ocean studies; and WHEREAS, the National Ocean Sciences Bowl aims to encourage high school students, their teachers and parents to increase their knowledge of the oceans and to broaden awareness of the critical value of ocean research; and WHEREAS, teams of four students around the state compete against each other in a timed quiz and give oral presentations as part of the research project component; and WHEREAS, the Tsunami Bowl is an annual competition sponsored by the National Oceanographic Partnership Program, National Aeronautics & Space Administration, National Oceanic & Atmospheric Administration and the National Science Foundation; and WHEREAS, the Shrimp-Hawks, consisting of Seward students Phelan Miller, Amy Collman, Tyler Christa, and Luke Fry, under the coaching of teacher Jason Fantz, won the 2006 Tsunami Bowl; and WHEREAS, the Seward Shrimp-Hawks will have the opportunity to compete against 24 other regional winners acrosS the United States on May 13-15, 2006 in California; and WHEREAS, this is very prestigious honor fOf members of Seward's youth to receive and they should be commended for their excellence and dedication to their education. NOW THEREFORE, I, Vanta Shafer, Mayor of the City of Seward, Alaska, do hereby recognize and congratulate students Phelan Miller, Amy Collman, Tyler Christa, Luke Fry and coach Jason Fantz, the winning team of the 2006 Tsunami Bowl and wish them much luck in the upcoming National Ocean Science Bowl. Since I will be out of state until the end of February, I am writing this letter to enlist your support for an appointment to the Commission. I am a lifetime resident of Seward and have always been interested in the orderly development of this community. I have served on the City Council and have some insight on how the commission and the City Council can work together to better serve the community. Whatever we can do to enhance our tax base with home construction and economic development projects should be a priority with the City. More year around employment will attract families, put more children in school, and provide more opportunity for people wanting to make Seward their permanent home. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA that: Section 1. The City Council authorize the purchase of a G990 Volvo Motor Grader w/Sloper from Construction Machinery Inc. for an amount not to exceed ($297,395.00). Section 2. Funding for this piece of equipment was budgeted in the Motor Pool Fund account no. 102-1020-5930 in the amount of$225,000, so additional funds in the amount of$72,Ooo are hereby appropriated from Motor Pool Fund retained earnings account 102-0000-3050. Section 3. This Resolution shall take effect immediately. From: Agenda Item: 2006 Model G990 Volvo Motor Grader BACKGROUND & JUSTIFICATION: The Public Works Department, as a portion of the 2006 Budget, scheduled the replacement of the City's 1982 Caterpillar 140G motor grader. The Public Works Street Department desires to purchase a 2006 Volvo Motor Grader, utilizing the State of Alaska's "Cooperative Purchasing" (piggy back) option. The State of Alaska has contracted with CM! (Construction Machinery Inc.) to provide motor graders for a period of three (3) years. Seward City Code 6.10.120(b) allows the city to utilize competitive bids obtained by other governmental units without the need to solicit its own bids. After considerable research, the Public Works Department has found the State contract price with CM! the best value for the City of Seward. Maintenance costs and reliability issues with the 1982 Caterpillar 140G motor grader have indicated that this machine needs to be replaced now. Attached you will find the specifications for the Volvo G990 motor grader we desire to purchase. Please note that the purchase of a Rockland 455A "sloper" has been added as an option to the base price which is Two Hundred Thirty Nine and Seventy~eight Dollars ($239,078.00). The base price including a sloper is Two Hundred Ninety Seven, Three Hundred Ninety-five Dollars ($297,395.00). The sloper will allow for greater efficiency in the maintenance of ditches and Right of Ways. Seward residents; Kevin Clark, Carol Griswold, Margaret Anderson and Randall Stauffer have submitted applications for two positions on the Planning and Zoning Commission. Their applications are included in this packet for Council to review in addition to statements the applicants are allowed to make under Reports, Announcements and Presentations. You need to appoint two from the four applicants that will serve a term that expires February 2009. The mayor and council will have ballots with all four names on them. If a council liaison is not appointed, the Commission will designate a memQer to give periodic reports to the city council at the Council's regular scheduled meetings. The Council also meets in an annual joint work session with the commission in March to address areas of mutual concern. ~ ~ W ". f The Commission performs the following duties: 1. Interprets the provisions of the Zoning Code and makes compliance determinations when requested by the Community Planning Director; 2. Reviews and acts upon requests for variance permits, conditional use permits and other matters requiring consideration under the Seward Zoning Code; . ~~ ~. ~ ~ ,; ~. ~ I ~~ 3. Reviews the city comprehensive plan on an annual basis, conducts a minimum of one public hearing and forwards recommendations to the Council for consideration; 4. Promotes public interest and understanding of comprehensive planning, platting, zoning, land management and other issues relating to community planning and development; 5. Acts in an advisory capacity to the City Council regarding the Zoning Code, the comprehensive plan, official zoning map, official land use plan map and other duties as requested by the City Council; and 6. Acts in an advisory capacity to the borough planning commission regarding subdivision plat proposals; right-of-way and eltSement vacation petitions; borough comprehensive plan and coastal zone management plan development, updates and amendments; and city comprehensive plan amendments not otherwise delegated to The City of Seward. -11- I ~ w ~,li I i ~ ~
