BACKGROUND & JUSTIFICATION:
Each year the Port and Commerce Advisory Board must elect a chair and vice chair for the
coming year.
The duties of the Chair are to:
1. Open the meeting on time and call the meeting to order;
2. Announce in proper sequence the business on the agenda;
3. Recognize members who are entitled to the floor;
4. State and put to a vote all legitimate motions that arise during the meeting:
5. Do not permit debate until there is a motion on the floor;
6. Protect the Board from frivolous or delaying motions by refusing to recognize
them;
7. Enforce the rules regarding debate and keep order;
8. Expedite business in a way compatible with the rights ofthe members;
9. Decide all questions of order;
10. Respond to all inquiries of members;
11. Ensure that citizens address all remarks to the Commission; and
12. Declare the meeting adjourned.
The process for election ofthe chair and vice chair is as follows:
The current chair shall open nominations. Any Board Member can nominate another Board
Member as chair.
. If only one nomination is received, a motion shall be made to close nominations and cast
a unanimous ballot for the chosen person. That motion will need a second and can be
approved by unanimous consent. (No role call vote is necessary).

· Ifmore than one nomination is received, the clerk will prepare ballots for each Board
Member to vote for one nominee and sign the ballot. The clerk will then collect the
ballots, read the votes aloud, and announce the prevailing nominee. A motion is then in
order for someone to elect the nominee as chair. A second is needed and the motion can
be approved by unanimous consent of the commission.
The above procedures should also be used to elect a vice chair.

It is my intent to secure funding from the City of Seward for the implementation of a test
or pilot program. The program I am proposing is in-step with Seward's quest for
alternative energy resources and should be given sincere consideration as a viable and
worthwhile component of an overall solution.
I propose streamlining the method by which we create hot water in our homes as well as
the method by which we heat our homes. By removing the two separate and inefficient
entities of a fuel oil dependent hot water heater and a fuel fired boiler unit we can replace
them with a single Waste Vegetable Oil (WVO) boiler.
This new single unit design structure will provide the same amount of hot water and
home heating capacity as the current conventional method but will do it in a much more
efficient manner.
The boiler to be installed is a B200 AgSoJutions Multi-fuel Boiler it is DEe and EP A
approved. It will bum most any kind of oil from WVO, fish oil, waste oil, to ordinary
fuel oil. It is my intent to run the boiler solely on WVO which I am gathering at zero cost
from four local area restaurants. If in the event that more WVO is required than locally
available, Alaska Mill and Feed of Anchorage sells filtered WVO for .65 cents a gallon.
The current price for fuel oil is $2.78 a gallon and is likely to rise. At a quick glance one
can see the cost advantage of a WVO boiler is quite obvious, but I will take time to
elaborate on that issue later in the proposal.
For now it would suffice to say that the above mentioned boiler has a long history of
efficiency, reliability and minimal maintenance. The project will not only save a
tremendous amount of money by moving away from over-priced heating oil, it will also
provide the added service of removing WVO from the local dump. It is an altogether
more environmentally friendly way ofwanning our homes and heating our water.
Please proceed to the following pages where I will demonstrate the costs of this project
and justify its implementation.

Implementation & Justification for WVO Boiler
The installation is standard plumbing, simply replacing the existing fuel oil burning hot
water heater and boiler with an environmentally friendly waste vegetable oil burning
boiler.
The single WVO boiler wilt meet and exceed the current requirements being served by
TWO fuel oil burning systems. With the price of fuel oil continuing to increase the
WVO boiler will pay for itself within two years. The beauty of this particular
bumerlboiler is that it can bum WVO, Fish oil, waste motor oil otstandard fuel oil. It is
DEe and EP A approved for both emissions and residue.
There are no negatives or trade offs associated with this exchange. It is a proven system
widely used in both residential and industrial applications. This summer I have collected
close to 900 gallons ofWVO from only 4 restaurants in Seward. If I cannot collect
enough locally I can purchase WVO in Anchorage already filtered and preheated for 65
cents a gallon.
As a small business this will not only save me money but will support alternate energy
and environmental awareness. This will have my business supporting my personal beliefs
and will add a dimension to my small business advertising drawing the environmentally
conscious world travelers to Seward.
My guests from this summer are interested to see the unit installed and would be
interested in having one for their own homes. Seward is a destination for tourists. The
hiking, biking, kayaking, fishing and hunting crowds we get here are ecologically aware
and welcome/encourage, seek alternate energy options.
There is enough WVO in Seward to support several other businesses to run on similar
systems. There are boilers and forced air systems available in many sizes. There is
enough change oil from machines to TUn many boilers and forced air heating systems.
With your assistance I can install this WVO boiler, showcase alternate energies and be
able to promote Seward as ECO friendly.

Mr. Andy Baker, Y ourCleanEnergy, LLC, has requested permission to present a proposal to City
Council regarding his Lowell Creek Hydro Project. City Manager Clark Corbridge has requested
Mr. Baker's first presentation be reviewed by the Port and Commerce Advisory Board.
Mr. Baker is asking to provide a pre-design study proposal to the Port and Commerce Advisory
Board on November 15, 2006 beginning at noon. He is interested in presenting a 40 minute
power point presentation followed by a 20 minute question and answer session.
At the last Port and Commerce Advisory Board Regular Meeting held on October 4, 2006, Board
Members briefly discussed their desire to hold a Work Session to explore the North Dock status
and updates. Setting the North Dock as the topic of the November 15, 2006 Work Session was
mentioned.
Administration recommends allowing Mr. Baker to present his proposal to the Board on his
requested date, and set an alternative time to hold a Work Session on the North Dock. PACAB
can confirm the topic ofthe Regular November 15,2006 Work Session with a motion and then,
if the Board desires, make a second motion setting a date and time for a Work Session to discuss
the North Dock.
RECOMMENDATION:
Port and Commerce Advisory Board make a motion, "Setting November 15,2006 Regular Work
Session topic as, "Andy Baker - Presentation on Lowell Creek Hydro Project."

Dear Mr. Baker
Thank you for your letter dated October 17, 2006, requesting a time to make
a presentation to the Seward City Council regarding your proposal for a
Lowell Creek Hydro Project. Particularly in light of the flood events Seward
experienced during the week of October 9,2006, it will be interesting to learn
about your proposal for "collecting stream flow from the upper portions of
Lowell Creek and transporting this flow to a new hydro-electric plant located
above high tide level near the base of Jefferson Street."
The Seward City Council has expressed a preference to have proposals such
as yours reviewed by the Port and Commerce Advisory Board (PACAB) prior
to having work sessions or presentations scheduled before the Council.
Therefore, I am referring your request to Christy Terry, Executive Liaison for
Boards and Commissions.
I anticipate Ms. Terry will initiate contact with you to coordinate a date and
time when you can come to Seward and make a presentation to PACAB.
Please let her know of any special needs we should be prepared to
accommodate.

Dear Mr. Corbridge,
Please allow me to introduce myself, I am an independent clean energy
consultant focusing on hydro-electric power, and identifying the economic
benefits that can be derived from such projects. I am a registered professional
civil engineer living and working in A'aska since 1998. Prior to working
independently,. served as a project engineer on large municipal water projeclB
for Black & Veatch (San Diego. Boston. Lusaka - 8 yelJlS) and HDR (Alaska - 3
years), both are multi-national civil engineering consulting firms.
In view of the City's current need to address Issues ..soclated with the
Lowell Creek Tunnel and recent electric power supply interruptions. I ask
your consideration that I may make a presentation to the City Council for a
pre-desllln study for: a new hydlO-electric plant to ha_ enel'llY from

Creek Tunnel. Herein I refer to this proposal as the Lowell Creek Hydro
Project
In the past six months I have visited Seward several times to investigate the
Lowell Creek Canyon, the Lowen Creek Tunnel, and to research the history of
the okJ hydro plant and wooden flume, as well as Army Corps of Engineers
drawings and reports on the loweD Creek Tunnel. In addition I have researched
and identified several glacier streams similar to Lowell Creek where modem low
impact screen intakes, penstocks and hydro turbine electric plants have been
successfuny installed to produce reliable and affordable energy for cities like
Seward. Moreover. I have become familiar with numeroua proJecta recently
constrUcted in Alaska where state and federal funding dollara have been
made available to municipalities for successful small hydro electric
projects.
I offer to present a proposal for a pre-design study which will address the
challenges of collecting stream flow from upper portions of Lowell Creek and
transporting this flow to a new hydro eleclriC plant IocaIed abOVe high tide level
near the base of Jefferson Street. Thla proposal will Identify actions the City
can take to mitigate the damagea from peak floods In Lowell Creek, to
reduce1tla frequent and expenaive repelrs to the Lowell Creek Tunnel. and
to create revenue and Jobe from the generation of electriCity without the
liabilities of pollution or unproven technology.

The primary economic benefit to the City of Seward from the Lowen Creek
Hydro Project will be the production of affordable, reliable and safe
electrical energy from an untapped local resource. The presentation will also
provide a useful background on the success of hydro power in Alaska, and
address the challenges of removing gravel and silt from Lowell Creek, which is
glacier fed and very prone to seasonal flooding and transport of large boulders
and organic debris. Ultimately, the pre-deslgn study would provide the City
the tools and options needed to obtain funding and servlc.s for final
design, construction and permitting of a successful hydro project. This
proposal is well-timed, as the State of Alaska and federal congressional
appropriations are now shifting funding priorities towards clean energy projects.
If you are interested, I offer to make a public presentation (5:30-7pm) followed by
a City Council work session (7:30pm-9pm). I will be available to travel to
Seward on Wednesday, November 15,2008, or other dates elo.e to this
time frame.

Dear Members of the Board of Fisheries:
On behalf of the City of Seward I am writing in support of Proposal 6 scheduled to be
addressed by the Board of Fisheries in its upcoming meeting on October 14-15,2006.
Proposal 6 would allow a limited pollock fishery in a portion of Cook Inlet state waters.
As noted in the proposal, historically a pollock fishery has occurred in and around Resurrection
Bay. Several years ago the Resurrection bay pollock fishery was closed in order to protect
Stellar sea lions within critical habitat in the Cook Inlet management area.
The City of Seward supports a limited pollock harvest to allow a commercial catch of the
pollock in coastal communities that rely on commercial fishing and fish processing.
Seward has a long history of supporting a commercial fishing industry. Elimination of
the pollock fishery in 2001 directly impacted the residents of Seward. Reopening the fishery
with the limitations recommended in Proposal 6 would benefit the City of Seward residents, the
commercial fishing industry and the indirect beneficiaries of the fishing industry, without
harming the Stellar sea lion population.
For these reasons the City of Seward supports Proposal 6 to reopen the harvest of walleye
pollock in Cook Inlet.
