CALL TO ORDER

The November 21,2006, special meeting ofthe Seward City Council was called to order at
6:30 p.m. by Mayor Vanta Shafer.
OPENING CEREMONY
Councilmember Amberg led the pledge of allegiance to the flag.
ROLL CALL
There were present:
Vanta Shafer presiding and
Willard Dunham
Bob Valdatta
Jean Bardarson
Linda Amberg
Steve Schafer
comprising a quorum of the Council; and
Jean Lewis, City Clerk
Johanna Dollerhide, Assistant City Clerk

CITIZENS' COMMENTS ON ANY SUBJECT EXCEPT THOSE ITEMS SCHEDULED
FOR PUBLIC HEARING
Scott Egger, thanked the people who turned out for the interim City Manager position. He
hoped the council would consider putting someone local in this field, as the learning curve would be
reduced. The candidates with the most integrity and honesty and foresight were the best candidates,
in his opinion.

NEW BUSINESS
Discussed the hiring process, deadlines and appointing members to negotiate a contract for an
interim city manager.

Mayor Shafer appointed council members Amberg, Bardarson, and Schafer to go through
contract negotiations with the future interim city manager.

City Clerk Jean Lewis asked for direction on publicly noticing the permanent city manager ....J
position. The mayor felt the job description needed to be updated. Job evaluation forms were
distributed to council to help match with the job description.
After discussion, council directed the clerk to update the public notice posting for the city manager
position and advertise immediately.
A work session was scheduled for November 27, 2006 at 6:30 p.m. to go over changes to the
city manager job description.
COUNCIL COMMENTS
Schafer was impressed with the quality of applicants for the interim city manager position.
Dunham asked the clerk's office about the two studies that were done in the past on wage
growth. He had brought a lot ofthings back from the AML Conference on alternative energy that he
thought was interesting.
Valdatta wanted to know if staff could do something for the governor elect, possibly send a
congratulatory card or a letter.
Mayor Shafer wished everyone a Happy Thanksgiving.

Direct the city clerk put a resolution on the
December 11, 2006 agenda to appoint
Marvin Yoder as interim city manager,
contingent upon successful contract
negotiations and background checks
