RESOLUTION 2007-006
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, ACCEPTING A P ASS-THROUGH GRANT IN THE
AMOUNT OF $150,000 IN SUPPORT OF THE ALUTIIQ PRIDE
SHELLFISH HATCHERY, AND APPROPRIATING FUNDS
WHEREAS, the State of Alaska Department of Commerce, Community & Economic
Development has authorized a $150,000 grant to the City of Seward for the support of the Alutiiq
Pride Shellfish Hatchery for the period of July 1,2006 through June 30,2007; and
WHEREAS, the funding is being provided by a direct grant from the State of Alaska
Designated Legislative Grant Program, and has been used to fund operations at the shellfish
hatchery since July 1, 2006.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA, that:

Section 1. Funding in the amount of $150,000 is hereby accepted from the Department
of Commerce, Community & Economic Development of the State of Alaska for the support of
the Seward Shellfish Hatchery for the period of July 1, 2006 through June 30, 2007.
Section 2. Funds in the amount of $150,000 are appropriated from grant account no.
890-8902-4680-0200 to pass-through account no. 890-8902-5998.
Section 3. The City Manager is hereby authorized to enter into an agreement with the
State of Alaska for the pass-through grant in support of the Seward Shellfish Hatchery.
Section 4. This resolution shall be retroactive to December 31, 2006.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska this 8th
day of January, 2007.

Agenda Item: Seward Mariculture Research Center and Shellfish Hatchery
BACKGROUND & JUSTIFICATION:
The State of Alaska Designated Legislative Grant Program has funded a $150,000 grant to the
City of Seward in support of the Seward Shellfish Hatchery for the period of July 1, 2006
through June 30, 2007. The purpose of the funding is to support hatchery operations.
Historically, the State of Alaska Governor’s Office has provided three grants for the Seward
Shellfish Hatchery; $100,000 in April, 2006; $120,000 in December, 2004; and $150,000 in
May, 2004.
This grant has been utilized since July, 2006, to fund the ongoing operations of the shellfish
hatchery, and it is necessary for the City Council to accept and appropriate these funds

Where applicable, this agenda statement is consistent with the Seward City Code, Charter,
Comprehensive Plans, Land Use Plans, Strategic Plan and City Council Rules of Procedures.
FISCAL NOTE:
The grant does not allow the City or the Shellfish Hatchery to charge for overhead or
administrative charges. The City will incur non-reimbursable staff costs associated with
administering the grant.

RECOMMENDATION:
Council approve Resolution 2007-____ accepting a $150,000 grant from the Department of
Commerce Community & Economic Development of the State of Alaska for the support of the
Seward Shellfish Hatchery, authorizing the City Manager to enter into an agreement with the
State of Alaska for the grant funds, authorizing the City Manager to enter into an agreement with
Alutiiq Pride to pass through the grant funds and appropriating funds.
