RESOLUTION 2005-21
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, APPROVING THE PURCHASE OF A KASI 2005
INFRARED ASPHALT RECLAIMER FROM ALASKA SURE SEAL
FOR AN AMOUNT NOT TO EXCEED $60,000.00
WHEREAS, Public Works has included an Infrared Asphalt machine in the City's Motor
Pool-Related Capital Projects budget for Fiscal Year 2005 in the amount of $75,000; and
WHEREAS, the Alaska Department of Transportation & Public Facilities (DOT &PF)
issued an RFP for an Infrared Asphalt Heater and Reclaimer; and
WHEREAS, two firms submitted bids and the State DOT &PF awarded the contract to
Alaska Sure Seal for $55,500.00; and
WHEREAS, Public Works has contacted Alaska Sure Seal and they are offering the City
the same bid that was given to the State; and

WHEREAS, after reviewing specifications by department personnel, Public Works is
recommending the purchase of the Kasi 2005 Infrared Asphalt Reclaimer as it is best suited for
the department's needs and is less than the amount budgeted; and
WHEREAS, Public Works is recommending that the Council approve the purchase for
an amount not to exceed $60,000 to allow for the purchase of some optional attachments, if
necessary; and
WHEREAS, Seward City code ~6.10.120 (b) allows the City to utilize competitive bids
by other governmental units.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, that:
Section 1. Competitive procurement procedures for the purchase of the Kasi
2005 Infrared Asphalt Reclaimer are not required for the reasons described in the
recitals above, which recitals are incorporated herein by this reference. The City
Manager is authorized to purchase the Kasi 2005 Infrared Asphalt Rec1aimer from Alaska Sure
Seal for an amount not to exceed $60,000.
Section 2. Funds for this purchase are authorized to come from the Motor Pool Fund.

Section 3. This resolution shall take effect immediately upon its adoption.

BACKGROUND & JUSTIFICATION:
Public Works included an Infrared Asphalt machine in the City’s Motor Pool-Related
Capital Projects budget for Fiscal Year 2005 in the amount of $75,000. Recently, the
Alaska Department of Transportation & Public Facilities (DOT&PF) issued an RFP for

RECOMMENDATION:
Council approve Resolution 2005-21, approving the purchase of a Kasi 2005 Infrared
Asphalt Reclaimer not to exceed $60,000.00.
