<br />CITY OF SEWARD, ALASKA <br />PORT AND COMMERCE ADVISORY BOARD <br />RESOLUTION NO. 2002-03 <br /> <br />A RESOLUTION OF THE CITY OF SEWARD, ALASKA, PORT AND <br />COMMERCE ADVISORY BOARD, RECOMMENDING THE CITY <br />COUNCIL OF THE CITY OF SEWARD ENGAGE AN INDEPENDENT <br />THIRD PARTY CONTRACTOR TO CONDUCT AN EFFICIENCY AUDIT <br />OF THE SEWARD MUNICIPAL SMALL BOAT HARBOR. <br /> <br />WHEREAS, the Port and Commerce Advisory Board (P ACAB) has been reviewing a full <br />cost recovery report dated March 2001 in preparation for reviewing the moorage rate structure for <br />the harbor; and <br /> <br />WHEREAS, a cornerstone in successful business enterprises is a detailed analysis of costs <br />and revenues (efficiency audit); and <br /> <br />WHEREAS, this efficiency audit will identify areas to cut costs and streamline operations to <br />enhance the business operations; and <br /> <br />WHEREAS, this efficiency audit is necessary prior to any determination being made <br />regarding increasing fees and funding long-term capital improvements; and <br /> <br />WHEREAS, with this information, a more informed and accurate decision may be made <br />regarding rates and structures to ensure the long-term health of the harbor and economy of Seward. <br /> <br />NOW, THEREFORE, BE IT RESOLVED AND RECOMMENDED BY THE PORT <br />AND COMMERCE ADVISORY BOARD OF THE CITY OF SEWARD, ALASKA, that: <br /> <br />Section 1.
