HomeMy WebLinkAboutRes2002-005 CITY OF SEWARD, ALASKA PORT AND COMMERCE ADVISORY BOARD RESOLUTION NO. 2002-05 A RESOLUTION OF THE CITY OF SEWARD, ALASKA, PORT AND COMMERCE ADVISORY BOARD, RECOMMENDING A MOORAGE RATE INCREASE TIED TO THE ANCHORAGE CONSUMER PRICE INDEX WHEREAS, the current total annual revenue generated by the Harbor Enterprise Fund covers annual expenses generated by the harbor enterprise fund; and WHEREAS, the moorage rates in the City of Seward Small Boat Harbor have not been increased since 1993; and WHEREAS, annual operating expenses will rise in conjunction with inflationary pressures; and WHEREAS, the harbor users do not favor a full cost recovery plan where the users carry the entire financial burden of the harbor infrastructure replacement; and WHEREAS, the harbor enterprise fund may sustain a negative economic impact if harbor users moved vessels to other ports a result of significant fee increase; and WHEREAS, tying moorage fees to inflation will allow time for the City of Seward and the Harbor Enterprise Fund to establish and fund a capital improvement plan; and NOW, THEREFORE, BE IT RESOLVED AND RECOMMENDED BY THE PORT AND COMMERCE ADVISORY BOARD OF THE CITY OF SEWARD, ALASKA, that: Section 1. The City Council of the City of Seward, Alaska approves and adopts by resolution an annual moorage rate increase tied to the consumer price index for Anchorage, Alaska and provide for a process review in detail every five years.
