Adjournment Historic Preservation Commission April 18, 2007 Regular Meeting Agenda Page 2 Sponsored by: StatT CITY OF SEWARD, ALASKA HISTORIC PRESERVATION COMMISSION RESOLUTION 2007-02 A RESOLUTION OF THE SEWARD mSTORIC PRESERVATION COMMISSION, SELECTING "MAKING PRESERVATION WORK" FOCUSING ON A mSTORIC TREE WALK AND ENCOURAGING BUSINESS WINDOW DISPLAYS AS THE COMMISSION PROJECTS FOR NATIONAL HISTORIC PRESERVATION MONTH MAY 2007 WHEREAS, "Making Preservation Work" is the theme for National Preservation Month May 2007, cosponsored by the State of Alaska, Alaska Association for Historic Preservation, the National Trust for Historic Preservation, and the Seward Historic Preservation Commission; and WHEREAS, the Seward Historic Preservation Commission held a work session on March 28, 2007 and discussed "Making Preservation Work" and their desires for community observance; and WHEREAS, the Commission plans provide a press release to the Seward Phoenix Log, notify theChamber,.advertise-on-nre1ocatscannen;hannel, and post flyers around town; and WHEREAS, the Commission plans to involve the general public and local businesses in the celebration by sponsoring the following celebrations: A Historic Tree Walk lead by Carol Griswold leaving from the front of the Seward Community Library on May 19,2007 at 1:00pm and encouraging local business window displays of a historic nature; and WHEREAS, the citizens of Seward realize the significance of historic preservation in the community; and WHEREAS, Seward's Historic Preservation Commission is charged by the City Council of the City of Seward to work toward the continuing education of citizens regarding local historic preservation and community history. NOW, THEREFORE, BE IT RESOLVED by the Seward Historic Preservation Commission that: Section 1. Scott Williams ~ Meeting Date: April 18, 2007 To: Historic Preservation Commission From: Executive Liaison Christy Terry Agenda Item: Commission projects for National Historic Preservation Month of May 2007 BACKGROUND & JUSTIFICATION: The National Trust for Historic Preservation provides leadership, education and advocacy to save America's diverse historic places and revitalize our communities. Each year a topic is selected and communities across the country celebrate during the month of May. This year the National Trust for Historic Preservation announced the theme for Preservation Month, May 2007 as: Making Preservation Work. Preservation Month 2007 is co-sponsored by the State of Alaska, Alaska Association for Historic Preservation, the National Trust for Historic Preservation and the Seward Historic Preservation Commission. Seward's Historic Preservation Commission is charged by the City Council of the City of Seward to work toward the continuing education of citizens regarding local historic preservation and community history. On March 28, 2007 the Seward Historic Preservation Commission held a work session to discuss and plan a project in celebration of National Historic Preservation Month. The Commission decided to sponsor a Historic Tree Walk lead by Carol Griswold leaving from the front of the Seward Community Library on May 19, 2007 at 1 :OOpm and encouraging local business window displays of a historic nature. Commissioner Lasota has been in contact with Carol Griswold and has discussed the possibility of Historic Window Displays with two local downtown merchants. To publicize these desires for Community Observance the Commission plans provide a press release to the Seward Phoenix Log, notify the Chamber, advertise on the local scanner channel, and post flyers around town. RECOMMENDATION: Approve Resolution 2006-07, selecting "Making Preservation Work" focusing on a Historic Tree Walk and encouraging business window displays as the Commission projects for National Historic Preservation Month May 2007. z; FOR IMMEDIATE RELEASE CONTACT: Planning Assistant Donna Gem., 224-4048 MAKING PRESERV AITON WORK 2007 Seward, Alaska May 2007 - Citizens in Seward will join thousands of individuals around the country as part of a nationwide celebration of 2007 National Preservation Month in May 2007. ''Making Preservation Work!" is the theme of the month-long celebration, which is sponsored by the National Trust for Historic Preservation. Here in Seward Historic Preservation Month 2007 will be observed by a Historic Tree Walk on Saturday May 19,2007 at 1:00pm in front of the Seward Community Library. Also, local businesses are encouraged to have historic window displays during May. Seward's Historic Preservation Commission is charged by the City Council of the City of Seward to develop a local historic plan that will include provisions for identification, protection and interpretation of the area's significant resources. The Commission is to survey and inventory community historic architectural and archaeological resources within the community. Review and comment to the state historic preservation officer on all proposed National Register nominations for properties within the community area. Act in an advisory role to other officials and departments of local government regarding the identification and protection of local historic and archaeologicalTesources. Work-toward the continuing education of citizens regarding local historic preservation and community history. Support the enforcement of the Alaska Historic Preservation Act, AS 41.35. Review local projects and recommendations about the effect on properties identified in the local historic preservation inventory. Since the National Trust created Preservation Week in 1971 to spotlight grassroots preservation efforts in America, it has grown into an annual celebration observed by small towns and big cities with events ranging from architectural and historic tours and award ceremonies, to fundraising events, educational programs and heritage travel opportunities. Due to its overwhelming popularity, the National Trust has extended the celebration to the entire month of May and declared it Preservation Month to provide an even longer opportunity to celebrate the diverse and unique heritage of our country's cities and states and enable more Americans to become involved in the growing preservation movement. Scott Williams _ a ~ Executive Liaison Christy Terry \r- . 2007 Historic Preservation Award Meeting Date: April 18, 2007 Agenda Item: BACKGROUND & JUSTIFICATION: At the recommendation of the Commission the City Council established an annual Seward Historic Preservation Award. The purpose of the award is to recognize local preservation efforts and encourage community understanding and appreciation of Seward's history. Anyone who has contributed towards local historic preservation is eligible for the award. Award recipients are recognized with a city proclamation and their name engraved on a plaque that is located in City Hall. In the past, recipients have been recognized by the City Council in March around Seward's Day, and/or in May during National Historic Preservation Week. This year the award recipient will be honored during Historic Preservation Month May 2007. Three nominations were submitted to the Community Development Office by the deadline and have been included in the packet for the Commission review. L L( - :z.. ...,~i~ q "'1J;A Amy Ireland Nominee for 2007 Seward Historic Preservation Award I have nominated Amy Ireland in appreciation for her contributions to preserving Seward's history and bringing our history to the attention of our community and to its visitors. Amy performs the one person show "Into Alaska a Woman Came: The Alaska Nellie Story." This performance is in the first person. She successfully depicts what it would have been like to be in the audience while Alaska Nellie told her life story to visitors at her roadhouse on the shores of Kenai Lake during the late 1940's. Trains would stop at her roadhouse or she would meet arriving ships in Seward. Alaska Nellie would tell her story about her life in the early days of Seward and the Alaska Railroad to visitors - and she would sell copies of her book. Amy first started performing this play in 2003 for the centennial celebration. In 2006 the show was brought back as a regularly scheduled performance through the summer months and Amy has performed as a special guest at special occasions around Seward. Amy's performances are outstanding. Her continued efforts bring part of Seward's history to life. Tom Swann 1'0 Seward Historic Preservation Award Committee Amy Ireland Nomination After I wrote Into Alaska A Woman Came: The Alaska Nellie story, I wondered who I could find to perform it. This one-woman show consisted of a 30 - page script to be memorized and rehearsed and rehearsed. I was fortunate to find Amy Ireland to take on this role. That was back in 2003. That summer I directed her in at least 10 performances at the Hotel Edgewater. After each performance, I would rewrite parts and submit changes to Amy. I was always amaze-dto see how well she was able to incorporate the changes each week without missing a beat. It involved an amazing amount of effort. Last summer we brought the play back to life and performed 10 shows at Resurrection Art Coffee House. Amy's perf{}rmances have -continued toimpmve. This summer we're again doing the show, 14 performances at the Resurrection Coffee House. Amy does such a great job of portraying Alaska Nellie - making her come off the pages into the lives of the audience. The feedback we're getting from visitMsand Alaskans both have been phenomenal. Old time Alaskan's who view the Nellie show have said Amy's performance brings back memories. Amy's efforts help remind us - visitors and Alaskans both - that the people in our history books once walked our streets and mingled among us. Amy has helped make our history real. . I am grateful to Amy for her professionalism and dedication as she brings back to life this fascinating person, Nellie Neal Lawing, also known as Alaska Nellie. Amy Ireland has made and is making a major contribution to preserving Seward's history and bringing this history to the attention {}f the community and its visit-ors. Call to Order The March 21, 2007 regular meeting of the Seward Historic Preservation Commission was called to order at 6:30 p.m. by Vice Chair Tom Swann. Opening Ceremony Commissioner Carpenter led the Pledge of Allegiance to the flag. Roll Call There were present: Vice Chair Tom Swann presiding, and ' Linda Lasota Greg Carpenter Meredith Hershock comprising a quorum of the Commission; and Donna Glenz, Planning Assistant Christy Terry, Executive Liaison Absent were- Shannon Huber Iolund Luther Shannon Kovac City Administration Report Planning Assistant Donna Glenz reported on the following items: · MIS Systems Administrator Mike Meeks and Meredith Hershock would meet to work on the Historic Preservation Website. · The new City Manager Phillip Oates would begin work the first week of May. · City Offices would be closed March 26 in observance of Seward's Day. · Assistant City Manager Kirsten Vesel returned part time from her maternity leave and was increasing to full time status. · The Community Development Department had received their new large format copier. Other Reports, Announcements & Presentations Friends of the Jesse Lee Home update- Tom Swann Swann gave an overview of the progress for the Jesse Lee Home. He noted the organization was asking to have the State Senate reinstate $3.s million into the budget for the Jesse Lee Home. \~ City of Seward, Alaska March 21, 2007 Historic Preservation Commission Minutes Volume 2, Page 31 Swann stated the organization had a lobbyist and was receiving assistance from the City of Seward's lobbyist. He described the possible funding opportunities from tax credits and how the Education Committee was moving forward with development of a program. Swann stated locals were needed to be part of this Committee. Website Updates -Meredith Hershock- Glenz reported that Hershock would be meeting with the City's MIS Department. Flag Anniversary Celebration Swann shared that there were some plans for a banquet, but due to the health of someone involved, this had been put on hold. New Business Resolution 2007-01, rescinding Historic Preservation Resolution 2~, relating to the height of the Hoben Park retaining wall and supporting Hoben Park Historic Architect Consultant Gary Gillette's recommendations. Glenz stated this resolution was needed to rescind the request to Administration made by the Historic Preservation Commission in Resolution 2006-08. She noted that following the Resolution 2006-08, Architectural Consultant Gary Gillette and State Historian Doug Gasek made recommendations differing from the resolution. Resolution 2007-01 was required to 'clean up' legislative history and approve recommendations to allow Administration to continue with progress on Hoben Park. \~ City of Seward, Alaska March 21, 2007 Historic Preservation Commission Minutes Volume 2, Page 32 . Motion (Lasota/Carpenter) Approve Resolution 2007-01 Motion Passed Unanimous Review National Historic Preservation Month Council Proclamation Glenz stated that each year the Commission forwarded a National Historic Preservation Month Proclamation to Council for the Mayor to read during the last meeting in April. She asked the Commission to review the proposed proclamation in the packet. In response to Lasota, Swann outlined some past activities that had taken place during historic Preservation Month. ' Glenz stated the observance had been a week until two years ago when it became Historic Preservation Month. Motion (Lasota/Carpenter) Approve National Historic Preservation Month Council Proclamation for Council's Agenda Motion Passed Unanimous Discuss and decide how to celebrate National Historic Preservation Month May 2007 "Making Preservation Work." After Commission discussion, a Special Work Session was set for March 28, 2007 at noon to discuss how to celebrate National Historic Preservation Month May 2007 "Making Preservation Work. " Discuss Annual Historic Preservation Award program and approve final submission date for nominations. Glenz reviewed the history and the purpose of the Annual Historic Preservation Award. She requested the Commission set the application deadline as April 10,2007. By general consensus, the Commission set the application deadline for the 2007 Annual Historic Preservation Award as April 10, 2007. He thanked the Commission for their efforts in keeping the project on track. Carpenter stated the condition of Alaska Nellie's home had been brought to his attention. He felt this would be an appropriate future project for the Commission. Swann asked Carpenter to bring more information regarding the subject to the next meeting. Dear Michael Yarborough, In November of 2005 the City of Seward gifted a collection of artifacts and associated records to Chugach Museum and Institute of History and Art. These artifacts were recovered by you during compliance work performed in preparation for the construction of the Alaska Sealife Center between 1994 and 1997. Records associated with this collection, specifically original field notes, site maps and photographs are missing. The National Park Service, which housed this collection prior to the Chugach MuseUIll, received only an artifact inventory from you. These records belong with the collection and are now the property of the Chugach Museum and Institute of History and Art. Each January and February for the past two years she has been working on the mural at the St. Peter's Episcopal Church located at 239 2nd Ave. in Seward cleaning and restoring. Keny does this work on a volunteer basis and is the only qualified person in our community to do such oil restoration cleaning. Her time is limited to these short months because from May thru December she must keep her gallery open - -. six days a weeK. If a restoratioll professional was hired to clean the mural the costs would amount to thousands of dollars. If you have any questions of Keny, she will be out of town on her annual family hip and will not return until the 26th of April. Box 905 Seward, AK Phone: 907-224-3080 ,~ Tom and Lori Swann have done a marvelous job of re-constructing their business, A Swan Nest Inn, at 504 Adams Street. The exterior of the former International Order of Odd Fellows building has been restored to it's 1918 era splendor. The many hours of hard work, as well as the significant expense, are obvious to anyone who views the building. CaD to Order The March 21, 2007 regular meeting of the Seward Historic Preservation Commission was called to order at 6:30 p.m. by Vice Chair Tom Swann. Opening Ceremony Commissioner Carpenter led the Pledge of Allegiance to the flag. MIS Systems Administrator Mike Meeks and Meredith Hershock would meet to work on the Historic Preservation Website. . The new City Manager Phillip Oates would begin work the first week of May. . City Offices would be closed March 26 in observance of Seward's Day. . Assistant City Manager Kirsten Vesel returned part time from her maternity leave and was increasing to full time status. . The Community Development Department had received their new large format copIer. Other Reports, Announcements & Presentations Friends of the Jesse Lee Home update- Tom Swann Swann gave an overview ofthe progress for the Jesse Lee Home. He noted the organization was asking to have the State Senate reinstate $3.5 million into the budget for the Jesse Lee Home. \\0 City of Seward, Alaska March 21, 2007 Historic Preservation Commission Minutes Volume 2, Page 31 Swann stated the organization had a lobbyist and was receiving assistance from the City of Seward's lobbyist. He described the possible funding opportunities from tax credits and how the Education Committee was moving forward with development of a program. Swann stated locals were needed to be part of this Committee. Website Updates -Meredith Hershock- Glenz reported that Hershock would be meeting with the City's MIS Department. Flag Anniversary Celebration Swann shared that there were some plans for a banquet, but due to the health of someone involved, this had been put on hold. New Business Resolution 2007-01, rescinding Historic Preservation Resolution 2~8, relating to the height of the Hoben Park retaining wall and supporting Hoben Park Historic Architect Consultant Gary Gillette's recommendations. Glenz stated this resolution was needed to rescind the request to Administration made by the Historic Preservation Commission in Resolution 2006-08. She noted that following the Resolution 2006-08, Architectural Consultant Gary Gillette and State Historian Doug Gasek made recommendations differing from the resolution. Motion (Lasota/Carpenter) Approve Resolution 2007-01 Motion Passed Unanimous Review National Historic Preservation Month Council Proclamation Glenz stated that each year the Commission forwarded a National Historic Preservation Month Proclamation to Council for the Mayor to read during the last meeting in April. She asked the Commission to review the proposed proclamation in the packet. In response to Lasota, Swann outlined some past activities that, had taken place during historic Preservation Month. ' Glenz stated the observance had been a week until two years ago when it became Historic Preservation Month. Motion (Lasota/Carpenter) Approve National Historic Preservation Month Council Proclamation for Council's Agenda Motion Passed Unanimous Discuss and decide how to celebrate National Historic Preservation Month May 2007 "Making Preservation Work." After Commission discussion, a Special Work Session was set for March 28, 2007 at noon to discuss how to celebrate National Historic Preservation Month May 2007 "Making Preservation Work. " Discuss Annual Historic Preservation Award program and approve final submission date for nominations. Glenz reviewed the history and the purpose of the Annual Historic Preservation Award. She requested the Commission set the application deadline as April 10, 2007. By general consensus, the Commission set the application deadline for the 2007 Annual Historic Preservation Award as April 1 0, 2007. He thanked the Commission for their efforts in keeping the project on track. Carpenter stated the condition of Alaska Nellie's home had been brought to his attention. He felt this would be an appropriate future project for the Commission. Swann asked Carpenter to bring more information regarding the subject to the next meeting. Glenz thanked the Commission for their hard work and the public in attendance. These artifacts were recovered by you during compliance work performed in preparation for the construction of the Alaska Sealife Center between 1994 and 1997. Records associated with this collection, specifically original field notes, site maps and photographs are missing. The National Park Service, which housed this collection prior to the Chugach Museum, received only an artifact inventory from you.
