The Commissions requested changes were made and the updated 2007-2008 Historic Preservation Priorities List is attached. The 2007-2008 Priorities List includes many Historic Preservation's Powers and Duties that are found in Title 2 Section 2.30.425 of the City Code (attached). These duties are listed and asterisked for quick reference on the 2007-2008 Priorities List. These include under: · Historic Structures & Sites >> #2 Continue to Update Seward Inventory of Historic Places . Historic Preservation Plan >> #1 Seward Historic Preservation Plan · Other Required Tasks >> #1 Establish and maintain a basic working inventory of cultural resources in the local area, compatible with the Alaska Heritage Resources Survey and annually' provide new data to the Offices of History and Archaeology >> #2 Survey and inventory community historic architectural and archaeological resources within the community. The Commission may wish to discuss and set a Work Session to prepare for possible Department of Natural Resources Certified Local Government Grants (DNR). Preparing grant information would expedite the grant application process and allow the grant to go through City protocols in a timely fashion. The Commission recommended that three DNR grant application priorities should be listed on the 2007-2008 Historic Preservation Priority List. The Commission has already listed Planters for Hoben Park as one of the three DNR grant priorities. CONSISTENCY c:;~IST: Yes No y 1. Comprehensive Plan (2020) l 3.9.1.2 Encourage the recognition, rehabilitation and preservation of, prehistoric and historic sites, transportation routes, trails, buildings and artifacts. (pages 29 and 30) . Support the Seward Historic Preservation Commission's (SHPC) efforts to raise public awareness regarding the inventory of local historic properties; those properties listed on local, state and national registers; and benefits of placing properties on these registers. . Evaluate incentives, procedures, and regulations to encourage continued identification, inventory, acquisition, preservation, and restoration of buildings and sites: ~ Review with SHPC the land uses allowed for properties listed on the local historic inventory or any of the registers and in the Historic District for compatibility and possible reclassification ~ Develop with SHPC appropriate information, guidelines and incentives for owners to incorporated historic preservation using the Secretary of Interior's Standards for Historic Preservation or locally determined standards ~ Add a historic resources survey as part of the application for city building and conditional use permits ~ Revise the review process of permits to ensure guidelines that protect resources of historic significance are followed. . Encourage planning and adaptive use of historic properties to promote residential, cultural, commercial, and heritage tourism purposes: ~ Review and initiate ordinances that protect the Historic District while delineating a process for changes in property use ~ Clarify roles of SHPC, Planning and Zoning Commission, and the City of Seward in regulating historic preservation and integrating it into the planning process. 2. Strategic Plan (1999) l . Encourage the Recognition, Rehabilitation and Preservation of Historic Sites and Buildings * Support the Historic Preservation Commission's efforts to raise public awareness regarding local historic property RECOMMENDATION: The Commission discuss and approve by motion the 2007-2008 Historic Preservation Priority List and set a Work Session to prepare possible DNR future grants. 5 Historic Preservation Priorities List 2007-2008 Public Outreach 1. Historic Preservation Website- Needs updating, work on the Seward Register Sites 2. The National Historic Preservation Month- Continue to participate and plan celebrations for the recognition of H.P. Month. The scope of the activities will vary from year to year, but activity needs to be identified many months in advance. o The month of May is Historic Preservation Month o Place the National Historic Preservation Month on the January Agenda 3. Seward Annual Historic Preservation Award- Continue to select an outstanding award winner each year and bring the plaque in City Hall up to date. o The Historic Preservation award is given in May. o Place the Seward Annual Historic Preservation A ward on the January Agenda. o Solicit the public to nominate people they think deserve to be a recipient of the award. 4. Local Plants and Trees A. Inventory of Local Plants and Trees B. Solicit Nominations From the Public 5. The First Friday Fireside Historical Lecture Series- Keep on priority list and work on bringing back to the public. o Ground rules need to be set when this is brought back. o Discuss possible locations for the lectures to occur (i.e. SeaLife Center, Library Basement, and Theater) 6. Cemetery Information Project o Place Cemetery/Obituary Information on Seward Historic Preservation website, develop an informational pamphlet, create a book and compile obituaries. Historic Structures & Sites 1. Hoben Park has been approved for historic reconstruction by Council- The Commission continues to support and is willing to assist with this project. * 2. (b) Four members of the commission shall constitute a quorum for the transaction of business, except that, in the absence of a quorum, any number less than a quorum may adjourn the meeting to a la~r date. Such a plan is to be compatible with the Alaska Historic Preservation Plan and to produce information compatible with and for the Al86@ Heritage Resources Survey. (Ord. 94-04) Supplement No. 01-1 q 2-36.1 Historic Preservation Agenda Statement Meeting Date: September 6, 2007 To: Historic Preservation Commission L);1j/ Donna Glenz, Planning Assistant t4 Through: From: Anne Bailey, Executive Liaison Agenda Item: Discuss and request volunteers or set a Work Session to photograph the Seward Historical Inventory Sites BACKGROUND & JUSTIFICATION: The Historic Preservation Commission has been working on updating the Seward Historical Inventory Site information by researching the sites and gathering information. To further document the sites it has been requested the Commission photograph the sites. Staff recommends the Commission select volunteers or set a Work Session to photograph and document the historic sites. Staff shall notice the volunteers' project to the public through the Seward City Calendar in the local Phoenix Log. CONSISTENCY CHECKLIST: Yes No 1. Comprehensive Plan (2020) l The City of Seward Comprehensive Plan encourages the recognition, rehabilitation and preservation of, prehistoric and historic sites, transportation routed, trails, buildings and artifacts (page 29). 2. Strategic Plan (1999) l The City of Seward Strategic Plan supports the Historic Preservation Commission's efforts to raise public awareness regarding local historic property (page 13). RECOMMENDATION: Staff recommends the Commission discuss and request volunteers to photograph the Seward Historical Inventory Sites. \0 City of Seward, Alaska August 1,2007 Historic Preservation Commission Minutes Volume 2, Page 30 Call to Order The August 1, 2007 regular meeting of the Seward Historic Preservation Commission was called to order at 6:33 p.m. by Chair Shannon Kovac. Opening Ceremony Commissioner Carpenter led the Pledge of Allegiance to the flag. Roll Call There were present: Chair Shannon Kovac presiding, and Greg Carpenter 10lund Luther Linda Lasota Tom Swann comprising a quorum of the Commission; and Donna Glenz, Planning Assistant Anne Bailey, Executive Liaison Special Reports City Administration Report Planning Assistant Donna Glenz reported on the following items: . On August 27,2007 the City Council Budget Work Sessions would begin. . Kris Erchinger would attend the Historic Preservation Regular Meeting Scheduled for September 19,2007 to discuss the Historic Preservation budget. . Commission currently had a regular meeting scheduled for August 15,2007 and there were not any action items on the agenda. Staff requested that a discussion item be added to the agenda for the August and September meetings under new business. . Staff received the Hoben Park Grant Agreement and that would be before Council on August 13,2007 for acceptance. . The Historic Presentation website link had been added to the City of Seward website and was accessible. . The Historic Preservation Commission had two commissioner vacancies since Meredith Hershock had officially resigned her seat. Commissioners were encouraged to find new members. Other Reports, Announcements & Presentations , \ City of Seward, Alaska August 1, 2007 Historic Preservation Commission Minutes Volume 2, Page 31 Friends of the Jesse Lee Home update- Swann Swann stated that everything was moving right along. He continued that Friends were working to determine when the State money would be available so they could begin the process of designing and obtaining matching funds. Railcar update - Swann Swann stated that meetings had not been held since his last report but he would let the Commission know when the next meeting took place. Website Updates - Kovac Kovac said she submitted a list of things to MIS Staff Josh Estes for him to update on the website. She stated that she had started writing information on the City Historic Sites but still needed pictures and that she'd try the Historic Preservation link on the City website to see if any changes had been made. Kovac requested that the Commission send her an email with any other ideas they may have. She stated that Estes may have to do some major changes to the site. Swann commented that he had researched and written a history of Two Lakes Park that had been turned into the City and he would give it to Kovac if she would like it. Swann stated that it would be nice if the Chamber of Commerce put the Seward Historic Preservation link on their website. Hoben Park - Karin Sturdy Sturdy stated that the City of Seward Parks and Recreation Department had appropriately bid three fence projects and that five requests for the proposal packets had been mailed to constructions companies. She explained that City staff were surprised that no bidders applied and sighted the looming grant deadline as the main reason for the lack of bidding. She continued that grant extensions were not allowed on the grant and that she was trying to negotiate with a private business or agency in an attempt to contract any of the three projects that could be completed by September 30,2007. Sturdy described the three fence projects. She added the City was a contractor awaiting approval from the SeaLife Center to install the interpretive panel. In response to Swann, Sturdy stated that she had met with a contractor this week and hoped the refurbishment and installation of the old pieces and possibly the fabrication could be done. In response to Lasota, Sturdy referred to her last report stating that the SeaLife Center had written stating they would get back to her when they were ready to go with the installation of the interpretive panel but she had not heard anything since then and that this did not fall under the September 30, 2007 deadline. \2 City of Seward, Alaska August 1, 2007 Historic Preservation Commission Minutes Volume 2, Page 32 Alaska Nellie update - Carpenter Carpenter believed that one of the current owners had passed away and he did not know how that would affect pursuing ownership of the property. He thought that there were two owners but did not have any other information. Seward Historical Site Inventory update - Kovac Kovac stated that she had combined Huber's information with her updates. She requested that the Commission would give her their updates and she would merge the information. Luther asked what he should do with the ones that he could not find on the Borough website. Kovac responded that there was a function where you can go on the site map and click on the lots to find out who owns them. She continued that they should complete what you can and make notations on the one's you could not fmd and the Commission would come back to them later. Luther said that he would send her what he had and he ran into a few that were hard to find. Lasota asked if Luther had called the Borough to get the information. Lasota gave the Commission Claudia Nicholson's contact information. WW II bunkers - Water intake building - Carpenter Kovac stated that some of the Commissioners had expressed an interest in filling out the forms to add the WW II Bunkers to the local sites. She continued that if there was not time to do this the Commission could add this item to the priority list and remove it from the next agenda. Carpenter stated that he did not have time to do this right now. Kovac requested that this item be removed from next meetings agenda. She stated that Commissioner Kovac and staff requested that they have a work session to review and update the list to offer a direction to the Commission. Kovac referred to the priority list created in 2005 and stated that some of these projects are still in the work and some had not been discussed in a long time. She suggested setting a work session to discuss this. The Commission discussed dates that would work for the Commissioners and staff to have the work session at lunch. By general consensus, the Commission decided to hold the Work Session on Thursday, August 16,2007 at noon in the upstairs conference room. Kovac asked the Commissioners to bring a prepared list of priorities with them to the Work Session. Discuss and recommend the City Manager gift the donated William H Seward Cigar Bands to the Seward Museum \Y City of Seward, Alaska August 1, 2007 Historic Preservation Commission Minutes Volume 2, Page 34 Kovac clarified that the cigar bands would be donated to the Resurrection Bay Historical Society because they own the collection in the Seward Museum. Glenz reported that in January 2007 staff received a package containing a short note and four William H Seward Cigar Bands in the mail, which were sent as a gift to the Seward Historic Preservation Commission. She continued that the City did not have the means to protect and display these historic treasures and staff requested that the Commission recommend by motion that the City gift these treasures to the Resurrection Bay Historical Society and send a letter of thanks to Mr. Shipman for the gift and effort to preserve a piece of Seward's history. Glenz had hoped to find time to research these bands some more but was unable to. Kovac stated that she researched the bands and discovered one web site that discussed cigar bands. She showed the Commission what she had found. Swann suggested writing to the Seward House and request information. He volunteered to research this further and recommended that the letter to the Seward House include the information that Kovac discovered. Swann would like to postpone making a decision on the bands until more information is discovered. Luther stated that he thought the Commission should give the bands and the follow-up information they found should be delivered to the Resurrection Bay Historical Society. Swann commented that the town is named Seward but the bands did not pertain to Seward history at all and that it may be better off in the Seward Houses hands than the City of Seward's. Kovac stressed that it was Mr. Shipman's intent for the cigar bands to stay in Seward and would be an added bonus to the collection here. Swann interjected that if we keep them here then he would just verbally request information and if the Commission wanted to pursue it any further than they would. Motion (LutherlLasota) Recommend the City Manager gift the donated William H Seward Cigar Bands to the Resurrection Bay Historical Society for the Seward Museum and send a thank you note to Mr. Shipman thanking him for his kind gift Motion Passed Unanimous Consent Discuss the August 15, 2007 and September 19, 2007 Regular Meeting Dates 16 City of Seward, Alaska August 1, 2007 Historic Preservation Commission Minutes Volume 2, Page 35 Kovac stated staff recommended postponing the August 15, 2007 meeting since there were not any items on their calendar. She mentioned that due to schedule conflicts in September the September 19,2007 should be rescheduled and suggested a new date. The Commission discussed meeting dates. By general consensus, the August 15,2007 and the September 19, 2007 meetings were cancelled and a new meeting would take place September 6, 2007 at 6:30 p.m. Kovac reminded the Commission that a work session was scheduled for August 16, 2007 at noon and the Hoben Park Funding issue would go in front of Council on August 13,2007. She asked if Kris Erchinger could discuss the budget with them on September 6, 2007. Glenz stated that she would Kris Erchinger and suggested having the meeting at a later date to accommodate Erchinger. She stated that Erchinger may not be ready. Bailey noted that Erchinger would discuss the budget with P ACAB on September 5, 2007 and she may be prepared to discuss the budget with Historic Preservation that week. Bailey stated that she would ask Erchinger and report back to the Commission. Informational Items - (No action required) - July 2007 Heritage Newsletter Commission Comments- Swann thanked staff for putting together the Seward Historic Plant & Tree Register. Kovac stressed the need to find new Commissioners and thanked staff. In response to Luther, Glenz stated that the Commissioner openings had been properly advertised. In response to Lasota, Glenz stated that the Seward Historic Plant & Tree Register would go before Council on August 27,2007 if everything was completed. She continued that this item would be an Ordinance For Introduction and there would be a public hearing on September 10,2007. She urged the Commission to attend the public hearing. Lasota noted that it would be nice to get it prepared and ready for Council. Kovac commented that she would not be here for the meetings but asked one of the Commissioner's to attend. 1(0
